Foundry Training Command Language Program Manager (CLPM)

Supports process improvement through conducting analysis using internal program and external benchmark data. Determines areas of risk and improvement by developing / refining / monitoring metrics to create identification of and justification for improvements. Conducts statistical analysis to measure production, performance, and usage of services and products. Performs record keeping functions, ensuring all visualization and production activities such as visualization requests, product formatting, and dissemination are captured within the relevant database. Performs ad hoc and recurring business analytic support that includes, but is not limited to, business process mapping of intelligence-related activities, performance measures of intelligence-related activities, surveying stakeholders, statistical analysis of intelligence-related activities, and process improvement analysis.

Foundry Training Command Language Program Manager (CLPM) Responsibilities Include:

Provide advice and guidance to the Command Operations Staff (S3) and the Commander on intelligence-related foreign language training
Serve as the primary point of contact for resource management of the CLP
Prepare MSC/Bn level budgeting actions for language training requirements as well as review, validate, and prioritize subordinate unit submissions
Review, coordinate, and make recommendations regarding language training programs in support of intelligence operations
Manage the CLP by implementing and maintaining language training programs for the MSC and subordinate elements
Utilize knowledge of intelligence collection processes and procedures in HUMINT, SIGINT, and Counterintelligence (as appropriate to the unit's mission) to provide direction for language training programs
Identify language training requirements and coordinate joint-service language training to meet training needs and increase language proficiency
Serve as the technical authority on language training programs for the MSC/Bn, interpret existing regulations, and develop Standing Operating Procedures for subordinate units
Serve as the functional expert for operational intelligence-related and global language training programs for subordinate AC and RC units
Participate in and provide recommendations for the development of Command policy and guidelines for the identification of foreign language training requirements, the assessment of language training needs, and the planning and implementation of language programs
Develop innovative DL programs to leverage technology, computer-assisted instruction, and comprehensive teacher-training programs
Tailor programs relating to the Army intelligence environment and integrating global and occupational language skills
Provide area studies and language briefings to meet the unit Commander's needs related to mission, time, constraints, and depth of language knowledge required by Soldiers
Ensure utilization of a variety of media and training methods in the classroom, such as teachers, satellite broadcasts, interactive video, computer-assisted learning, language lab, mentoring programs, and live environment training opportunities
Coordinate intelligence-related language training support for MSC/Bn units
Develop requirements for necessary contracted courses and monitor task order execution to ensure approved methods are applied and desired results are achieved
Determine, recommend, and justify resources, facilities, materials, equipment, personnel, and technical support to the MSC/Bn S-3 and ensure their effective and efficient implementation and use
Coordinate with the S-3 and subordinate units for curriculum development, classified and unclassified MOS training, language class length, course scheduling, and lesson plans
Assist in the management of The Defense Language Program (TDLP) budget by projecting training needs, submit fund requests to Government G-8 representatives, and monitoring expenditures
Develop, coordinate, and oversee special projects to include serving as a test site for new equipment and materials, Language Competitions, Defense Language Institute (DLI) Train the Trainer workshops, and tasking from higher headquarters to offer special language courses
Coordinate the maintenance of a language database for use within the organization and perform necessary queries to provide monthly, quarterly, and annual reports to higher headquarters
Submit these reports as requested
Provide input data and maintain other linguist databases (e.g., Chandelier) for assigned and attached linguists
Performs other job-related duties as assigned
Foundry Training Command Language Program Manager (CLPM) Experience, Education, Skills, Abilities requested:

Active TS/SCI
Minimum of eight (8) years of Army Military Intelligence experience with at least a portion of the experience within the last two (2) years
Minimum of two (2) years of experience as a Command-level or INSCOM Major Subordinate Command CLPM, either as a civilian or through a military duty
Bachelor's degree desired
Graduate of ATRRS Class designator 00ZZ, Command Language Program Manager 40-hour School taught at Monterey, California
Knowledge of a wide range of concepts, principles, methodologies, and techniques of training combined with knowledge of language training programs in order to perform difficult and complex work assignments
Knowledge of DoD and U.S. Government intelligence agencies, doctrine, programs, policies, operations, methodology, governing laws, and regulations
Knowledge of etymology is required as well as comprehensive experience with adult language enhancement programs
Familiarity with computers and video tele-training
Knowledge of Army and INSCOM Language Management Systems, knowledge of language acquisition and instructional programs, and general knowledge of crypto linguistic, interrogation, HUMINT, and counterintelligence operations
Comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences
Native fluency in target language
Ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced
Ability to work independently with minimal oversight and direction
Ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution
Ability to develop concise, insightful, and comprehensive products for defense intelligence
Ability to guide teams in researching multifaceted or critical problems
Must pass pre-employment qualifications of Cherokee Federal
