ON-CALL Senior Workforce ConsultantThe Workforce Innovations, Emergency Preparedness and Poverty Solutions (WIPPS) practice works to improve the conditions of America's most at-risk populations and provide strategic consulting support to workforce development agencies throughout the United States. The team provides rigorous technical assistance, training, and research support to address critical issues, including employment and workforce programs, healthcare emergency preparedness and critical infrastructure protection and planning, economic mobility, food security, and fatherhood and family support initiatives. Our work is done in a professional, collegial, and intellectual environment that allows individuals the latitude they need to perform work that parallels their passions.Currently, we are seeking a candidate for an ON-CALL Consultant role to contribute to our growing portfolio of Federal, state, and local workforce development and apprenticeship projects. The successful candidate will join our team remotely and in an on-call capacity.THIS IS AN ON-CALL, part-time hours position based on project needs. We are open to supporting 100% remote work anywhere within the US.Key Responsibilities:Provide expertise and oversight of projects across our workforce development, notably in the energy efficiency, transportation and IT fields, including training and technical assistance, work-based learning program implementation and research and evaluation. Network and communicate with senior stakeholders around workforce development, economic development, work-based learning and apprenticeship, education and training, and other employment and economic strategies.Lead capture and develop winning proposals to continue project growth across Federal, state and commercial clients.Provide writing and presentation support across an array of deliverables, analyses, program trends/outcomes reports, and stakeholder publications/products.Basic Qualifications:Master's degree or PhD in public policy, political science, educational psychology, economics, or related social services field.Minimum of 12 years of experience working with Federal and/or state workforce agencies, regional and local workforce entities, employers, community colleges, and/or nonprofits with a strong workforce development, economic transformation, and sector-based focus.Minimum of 5 years of experience leading systematic evidence reviews for the U.S. Department of Labor across a range of employment topics, including apprenticeship and work-based learning.Minimum of 5 years of experience in employer-driven workforce innovations, such as on-the-job training, registered apprenticeships, paid work experience, paid internships, dislocated worker and incumbent worker training.Professional Skills You Will Use:Ability to work both independently and on a core team of staff membersDemonstrated ability to present complex information in an understandable and compelling mannerDemonstrated experience showing strong critical thinking and problem-solving skills paired with a desire to take initiativeStrong presentation and communication skillsWorking at ICFICF is a global advisory and technology services provider, but we’re not your typical consultants. Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
