About the position

Introduction The State Office of Rural Health (SORH) serves as a focal point and state clearinghouse for collection and dissemination of information regarding rural health care issues, research findings, and innovative approaches to the delivery of health care in rural areas; provides coordination of rural health programming across the state to avoid redundancy and support coordination of efforts among public health and health care entities; and delivers technical assistance to rural-serving public and non-profit private entities to build capacity to access state and federal resources. Ultimately, as the state entity primarily responsible for rural health, SORH aims to support the Department, other state agencies, and rural Maryland communities to improve the accessibility of quality health services throughout rural Maryland and positively impact the health of rural Marylanders. SORH oversees and administers the newly established CMS-funded Rural Health Transformation Program (RHTP) for the state of Maryland. The RHTP will improve the health of rural Marylanders by (1) strengthening the rural health workforce, (2) connecting rural Maryland to primary care, chronic disease management, specialty care, and behavioral health, and (3) addressing chronic disease with increased demand for and supply of nutritious food. GRADE 16 LOCATION OF POSITION MDH State Office of Rural Health, Baltimore MD Main Purpose of Job This recruitment is for three contractual positions: The Contract Manager, RHTP (Rural Health Workforce) coordinates and advises subrecipient work efforts on a Statewide basis and has grant monitoring responsibilities across a variety of partner types. This position supports the implementation of statewide rural health transformation strategies, serving as the subject matter expert regarding “transforming the rural health workforce,” ensuring alignment of subrecipient work efforts with program goals, complex funding requirements, and stakeholder needs. The position provides technical assistance and capacity building to impact statewide coordination and expansion of services to develop, recruit and retain a strong health workforce in rural communities, addressing multiple types of health care clinicians and allied health professionals. This contract manager is the lead for all agreements related to this pillar, provides workplan and budget review and approval of assigned subrecipients and their subawardees, ensuring frequent, clear, and consistent communication and contract management documentation. The Contract Manager, RHTP (Rural Food Access) coordinates and advises subrecipient work efforts on a Statewide basis and has grant monitoring responsibilities across a variety of partner types. This position supports the implementation of statewide rural health transformation strategies, serving as the subject matter expert regarding “empowering Rural Marylanders to Eat for Health,” ensuring alignment of subrecipient work efforts with program goals, complex funding requirements, and stakeholder needs. The position provides technical assistance and capacity building to impact statewide coordination and expansion of services to invest in infrastructure to support Marylanders’ access to nutritious, locally grown and raised Maryland foods. This contract manager is the lead for all agreements related to this pillar, provides workplan and budget review and approval of assigned pillar subrecipients and their subawardees, ensuring frequent, clear, and consistent communication and contract management documentation. The Contract Manager, RHTP (Rural Health Access) coordinates and advises subrecipient work efforts on a Statewide basis and has grant monitoring responsibilities across a variety of partner types. This position supports the implementation of statewide rural health transformation strategies, serving as the subject matter expert regarding “Promotion of Sustainable Access & Innovative Care for Rural Marylanders,” ensuring alignment of subrecipient work efforts with program goals, complex funding requirements, and stakeholder needs. The position provides technical assistance and capacity building to impact statewide coordination and expansion of services to bring new and expanded health care services into rural communities. This contract manager is the lead for the majority of agreements related to this pillar, provides workplan and budget review and approval of assigned pillar subrecipients and their subawardees, ensuring frequent, clear, and consistent communication and contract management documentation. The positions are durational and will terminate at the end of the RHTP grant spending period (September 30, 2031), unless funding for this position ends sooner. The positions are eligible for Hybrid Telework.

Responsibilities
• Manage assigned contract agreements to support the Rural Health Transformation Program (RHTP) goals and objectives within an area of subject matter expertise
• Partner with and engage key stakeholders
• Contribute to RHTP data, evaluation, and reporting activities

Requirements
• Graduation from an accredited high school or possession of a high school equivalency certificate.
• Three years of professional experience in assisting in the coordination of a health-related program(s) or referring people to governmental and private resources.
• Candidates may substitute 30 college credit hours from an accredited college or university on a year-for-year basis for the required experience.
• Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health-related field of work on a year-for-year basis for the required experience and education.

• Experience monitoring contracts to ensure compliance with state or federal funding requirements, minimize risk, and maximize successful contract awards and execution
• Demonstrated strong attention to detail, problem-solving skills, and persuasive communication to foster cross-functional collaboration and mitigate contract-related issues
• Proven success providing technical assistance and capacity building related to public health or healthcare program settings
• Knowledge of workforce development strategies and outcomes at such a level as to serve as subject matter expert within the RHTP contract management team (Rural Health Workforce Contract Manager)
• Knowledge of food systems infrastructure at such a level as to serve as subject matter expert within the RHTP contract management team (Rural Food Access Contract Manager)
• Knowledge of health access improvement strategies and outcomes at such a level as to serve as subject matter expert within the RHTP contract management team (Rural Health Access Contract Manager)

Benefits
• Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.
• As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled.
• The State of Maryland will subsidize the remaining 75% of the cost for these benefits.
• You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
• Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
