As a senior level evaluator, performs supervisory and advanced professional analytical work in surveillance, needs assessment, program evaluation, management reporting, and modeling data to assess impact of potential program changes. Provides guidance to the evaluation team on best practices and direction for research and data related efforts within BNPA. Oversees and conducts advanced-level data management and analysis to inform policy decisions and monitor the effectiveness of cost containment mechanisms in the WIC program. Reviews and conducts literature reviews. Summarizes findings from literature and data analysis into policy briefs. Describes bureau progress in meeting its goals and objectives in major USDA programs for the WIC and SNAP-Ed state plans, as well as other programs and grants across the bureau. Reviews work products of peers and formulates plans for improvements. Provides technical assistance to bureau and office chiefs, program managers, and external stakeholders, including WIC directors and community partners. Participates in writing grants and other funding proposals. Represents BNPA within ADHS for shared data sets with other bureaus. Employee will be expected to make independent decisions and judgments based on their professional education, programmatic experience and training; this position maintains and shares information and data of a very confidential nature. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance.Job Duties:Serves as the administrator and evaluator for research studies and data analysis within BNPA. Develops and administers surveys, analyzes data, presents results to program managers and to other internal and external stakeholders.Manage and direct subordinate staff (work assignments, setting priorities, hiring, discipline, providing training, approving leave requests, and preparing evaluations). Provide technical assistance to subordinate staff on best practices and application for research and data analysis functions.Provides technical assistance and data to internal and external stakeholders related to performance measurement and evaluation. Develops impact assessment and provides data to managers throughout the bureau to assist in decision-making. Reviews and conducts literature reviews. Represents BNPA within ADHS for shared data sets with other bureaus. Provides input in the the design and use of databases and the design and management of data from a variety of sources, including the BRFSS, US Census, YRBS, hospital discharge database, and birth certificates.Evaluates performance against goals and objectives to inform strategic planning. Participates in writing grants and other funding proposals. Other duties as assigned as related to the position (typically 5% - 10%).Knowledge, Skills & Abilities (KSAs):Knowledge of : Performance Measurement and Management, needs assessment, study design, data management, and statistical analysis. Master’s degree with a focus in a behavioral science or in public health and 2 years’ work experience in the field of public health or a Bachelor's degree with coursework in epidemiology, health education, biostatistics, or a related field and at least three years of professional experience in applied public health practice.Considerable independent judgment and advanced knowledge of applied epidemiology for public health practice. Knowledge of managerial techniques and personnel policies and procedures. Advanced knowledge of principles of qualitative and quantitative research methodology, strategic planning, and program evaluation. WIC experience preferred.- Knowledge of Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologiesSkill: Skills and abilities in work management and work leadership; oral and written communication; interpersonal relations, as applied to contacts with representatives of other governmental and community organizations. Conducting scientific studies and analysis to identify trends in health and wellness. Supervision, program planning and administration, contract/budget monitoring, and grant writing.
