The Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S Department of States focused on HIV and global health security.FHI 360 Vietnam is seeking a qualified and motivated Vietnamese candidate to serve as a Technical Officer, Clinical and Lab for the EpiC project based in Ho Chi Minh City (HCMC).Main responsibilities: The Technical Officer will support the continuity and quality of HIV care and treatment services in EpiC supported provinces during the ongoing health system transition. Working closely with provincial CDC, treatment facilities, project teams, and other stakeholders, the Technical Officer will help support transition readiness and address emerging technical and operational issues.Specific responsibilities may include but are not limited to the following:Provide on-site and virtual technical assistance to EpiC-supported HIV treatment facilities with a focus on antiretroviral therapy initiation, adherence counseling, viral load monitoring, and antiretroviral (ARV) stock management.Monitor and provide timely updates on strategies, policies, and directives issued by provincial authorities related to two-tier health system restructuring and reorganization of HIV service delivery.Support EpiC-supported provinces and facilities in preparing for and adapting to the transition of HIV treatment services to commune health stations and other new service delivery arrangements under the health system restructuring process.Document the health system restructuring process to report to the donor and HQ, and to generate lessons learned for replication in other provinces.Participate in quarterly provincial Continuous Quality Improvement (CQI) meetings to review progress, discuss strategies, and address emerging issues on HIV service delivery.Represent EpiC in technical discussions with stakeholders in supported provinces on HIV care and treatment, as needed. Work closely with the Finance and Operation Team on the procurement of services for supported sites and provinces, including liaising withs vendors, progress tracking, and issue resolution.Support the organization of trainings and workshops, and contribute technical inputs to presentations, reports, program documentation, and manuscripts for conferences.Experience and abilities for the position:Medical doctor or advanced degree in public healthAt least 3 years of experience working in HIV/AIDS field, specifically in care and treatmentDemonstrated understanding of the Vietnamese health system, particularly the ongoing transition to a two-tier health systemAbility to work well with implementing agencies, GVN counterparts, donor agenciesHighly responsible, organized person that pays attention to detailsAbility to work under pressure, meet deadlines, and achieve strong resultsWell-developed written and oral communication skills in both Vietnamese and EnglishAbility to travel as necessaryThe expected hiring salary range for this role is VND 367,000,000 to VND 420,000,000 annually for basic salary.
