Position Overview:
Spruce Technology is seeking a Specialist-Level III to join the NYS ITS team to manage the people side of change for the Integrated Eligibility System (IES) program. This role focuses on organizational change management (OCM), training, and stakeholder engagement to drive the successful adoption of people, process, and technology transformations.



Key Responsibilities:

Change Management and Training:

Design, develop, and implement the NYS IES organizational change management strategy.
Develop actionable and targeted change management plans to align with program objectives.
Define and execute training strategies to support the transition.

Stakeholder Engagement and Communication:

Identify and analyze stakeholder needs and maintain strong relationships.
Develop communication strategies to ensure clear, concise, and timely messaging.
Represent the voice of the customer (VOC) and address stakeholder concerns.

Change Impact and Readiness:

Conduct impact analyses and readiness assessments.
Develop plans to mitigate risks and ensure smooth adoption of changes.
Drive initiatives to increase engagement and adoption rates among users.

Leadership and Team Support:

Lead change management initiatives and provide guidance to the OCM team.
Collaborate with project leaders to align OCM activities with overall project plans.
Manage vendors and ensure the delivery of high-quality change-related deliverables.

Monitoring and Sustainability:

Establish metrics to evaluate the success of change management strategies.
Monitor progress and make adjustments to improve effectiveness.
Develop strategies to sustain changes and integrate them into the organizational culture.




Mandatory Qualifications:

Level III: More than 7 years of experience working on complex projects with at least 2 years in a leadership role.
Over 7 years of OCM experience for state human service eligibility systems, including stakeholder engagement, communication planning, and training development.
Expertise in industry-standard change management principles, tools, and metrics.




Desirable Qualifications:

At least 5 years of hands-on experience in the human services domain (e.g., SNAP, HEAP, PA, Child Care).
Experience aligning federally funded OCM projects with federal requirements.
Proven track record of managing IT-driven OCM projects for external stakeholders.
Certification in change management (e.g., Prosci Certified Change Practitioner).
Strong experience in managing vendor deliverables and ensuring project alignment.




Work Environment:

Designated work location: Albany, NY.
Telecommuting options: 50%.
