Advanced Management Strategies Group (AMSG) is seeking a Senior Writer/Editor to support an opportunity we are pursuing with the Washington Headquarters Service (WHS) Explosives Safety Board. This is a Contingent Hire position.

AMSG is a Department of Veterans Affairs (VA) verified Service-Disabled Veteran-Owned Small Business (SDVOSB), delivering exceptional program and performance management services across multiple federal agencies, including the Department of Defense (DoD), Department of Veterans Affairs (VA), Defense Health Agency (DHA), Department of Homeland Security (DHS), Washington Headquarters Service (WHS) and the Federal Trade Commission (FTC).

Location: Remote with periodic meetings held at the Mark Center in Alexandria, VA, and the Pentagon.
Education: Bachelor’s degree or higher in a relevant field.
Experience: Minimum five (5) years of experience working with the Office of the Secretary of War, and the DoW components
Clearance: Secret clearance required.
Start Date: April 2026

Duties: The Senior Writer/Editor will provide expert technical knowledge to the Department of War (DoW) issuance development and report writing. Duties include:
• Provide support in developing or revising all DoW Issuances (i.e., Directives, Instructions, Manuals, and Manual Chapters).
• Prepare draft Issuances and support staff documents within the timeframe and formats established in DoWI 5025.01, "DoW Directives Program”.
• Use input from the Government point of contact, existing Issuances, reviewer comments, committee or work group recommendations, or other sources, identified by the Government POC.
• Support in planning and executing all ESO stakeholder meetings (e.g., panel, workshops, experts’ group, board, committees, work group) to develop policy documents, perform program oversight, or other ESO program planning.
• Assist with meeting planning and agenda development; distribution of the agenda and read-ahead materials; facilitation during the meeting to maintain attendee focus on achieving meeting objectives; preparation of meeting minutes and follow-up documents; and provide other related meeting support.
• Collect and organize technical materials.
• Maintain and Revise: DoWD 6055.09E, DoW Explosives Safety Management and the ESO, DoWI 4140.62, Material Potentially Presenting an Explosive Hazard (MPPEH), DoWI 6055.16, Explosives Safety Management Program (ESMP), DoWI 4145.26, DoW Contractor's Explosives Safety Requirements for Ammo and Explosives, DoWM 4145.26, DoW Contractor's Safety Manual for Ammo and Explosives, DoWM 4140.72M Procedures Manual for Material Potentially Presenting an Explosive Hazard (MPPEH), Defense Explosives Safety Regulation 6055.09, DoW Explosives Safety Board (ESO) Technical Papers
• Develop: Defense Explosives Safety Regulation 6055.09 (version 3), Contractor Explosives Safety Regulation (CESR) 4145.26, DoWM 6055.XX, AE Hazard Class Procedures, ESO Evaluation Reports (ESMP Reports), ESO Special Reports, Other ESO reports as appropriate

Qualifications:
• Experience working in developing DoW Issuances and ideally DoW Safety and Explosives safety issuances.
• Possess in-depth knowledge of (1) WHS Plain Language Act of 2010 requirement, (2) Comment matrix utilized by stakeholders (e.g. DD818 form), (3) Being able to differentiate comments by administrative versus technical (4) Preparing DoW Issuance packages as described in DoW Instruction 5025.01 DoW Issuances Program, including providing viable examples when needed.
• Experience working with the Office of the Secretary of War, and the DoW components, and a basic understanding of safety to understand the content of products being developed.
