Senior HR/People Ops Specialist – Payroll, Benefits & Compliance

Mimica’s process intelligence highlights inefficiencies, prioritizes improvements based on ROI, recommends the optimal technology for automation (RPA, intelligent document processing, GenAI), and provides a blueprint for building new automations and transforming work.Your missionWe’re transitioning ~200 employees in Costa Rica from EOR to a fully owned local entity. This is a high-impact operational shift. If payroll, benefits, or compliance obligations are wrong or missed, employees will feel it immediately. Your role will be to own the execution and integrity of this system — keeping it running cleanly, compliantly, and at scale.You’ll go from cleaning and validating payroll inputs to owning statutory compliance, to shaping how we operate locally as we scale, with the potential to grow into leading all People Operations & HR in the region.What you will work onOwn pre-hire compliance requirements, including right to work checks, documentation, and contract readiness, ensuring employees are correctly set up before day 1Handle new joiner, leaver, and employment change transactions – generating contracts, amendments, employment verifications, salary certificates, and formal noticesPrepare, validate, and submit payroll inputs, including salary, incentives, deductions, and adjustmentsAudit outputs from payroll providers, reconciling discrepancies and catching errors before employees doEnsure correct handling of social security contributions, income tax withholdings, and settlements, including cesantías and liquidacionesOwn enrolment, changes, and issue resolution for private healthcare and statutory benefitsManage leave processes, including statutory and company leave, ensuring alignment across policy, systems, and payroll outputsBe the go-to person for employee queries on employment terms, payslips, taxes, and benefits, resolving issues with clarity and confidenceStay ahead of regulatory changes and implement them proactively, ensuring our practices are compliant with CCSS, MTSS, DGT, and INSSupport audits, filings, and statutory reporting for Costa RicaMaintain clean, structured employee data across HRIS and payroll systemsWhat success looks likePayroll runs accurately and on time without last-minute correctionsCompliance risks are identified and resolved before they become liabilitiesEmployee queries are handled quickly, clearly, and correctlyData across systems is clean, consistent, and audit-readyEmployee lifecycle operations run smoothly without constant escalationWhat you will bringBackground in HR services and payroll coordinationWorking knowledge of labor law and employment practices in Costa Rica, and the ability to apply these in practiceHands-on experience with benefits and leave management, including how they impact payroll and complianceExecution depth.
