Overview

Join the team bringing lightning-fast broadband internet to Vermonters! The Vermont Community Broadband Board (VCBB) is recruiting a Rural Broadband Technical Assistance Specialist. The Specialist will serve as an organizer, advocate, and facilitator of efforts in support of the state's Communications Union Districts (CUDs) to connect all Vermonters to reliable, symmetrical broadband... service. The VCBB operates as a small, nimble team in a fast-paced environment that requires staff to work collaboratively.

The Specialist will play crucial roles coordinating VCBB's work across a range of areas:
• Serve as the VCBB's permitting subject matter expert, coordinating with other state agencies, federal agencies, and VCBB contractors on state and federal permitting matters.
• Coordinate and track CUD and grant performance, reporting, and network inspections.
• Assist with the implementation of the Broadband, Equity, Access, and Deployment (BEAD) and Vermont Connectivity Initiative programs. The Specialist will work closely with VCBB staff to respond to information requests and offer strategic guidance on CUD business design, coordinate training, provide community organizing advice, facilitate meetings, and assist CUDs in the development of grant applications. The Specialist will also assist with policy development, strategic planning, media outreach, and other tasks.

A successful applicant will be a mission-driven team player capable of quickly learning and navigating complex issues. Experience or familiarity with infrastructure permitting, performance and organizational management and development, community organizing, rural economic development, or advocacy will be preferred. The VCBB staff operate fully remotely but meet in-person monthly, generally in Montpelier.

This position is funded by multi-year federal grants, and we expect continued funding for this position past the current end date.

This is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Duties are largely performed in an office setting; however, some field travel may be required for which private means of transportation must be available. Fieldwork may involve exposure to hazardous materials, traffic hazards, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Bachelor’s degree in community organizing, public administration, community development or related field AND four (4) or more years of experience in project management, community development or organizing, economic development or related field.

OR

Six (6) or more years of experience in project management, community development or organizing, economic development or related field.

Preferred Qualifications

Master’s degree.

Experience with digital equity, telecommunications, internet service providers, or related community or economic development field.

Professional experience in public administration or community development.
