Regulatory Finance Analyst
Pacific Gas and Electric Company is seeking a Regulatory Finance Analyst to join their Revenue Requirements and Cost Recovery department. This role involves developing financial analysis, validating forecast assumptions, and contributing to cost recovery proposals while collaborating with various functional areas within the company.ResponsibilitiesAssist in developing financial analytics and recommendations related to expense forecast and cost recovery for regulatory proceedings by collaborating with PG&E functional areasAnalyze spending profiles and cost categories to understand how various costs and trends impact financial results and future cost of serviceReview and analyze third party testimony, regulatory proposals, pleadings, agreements, and decisions; participate in development of strategies to rebut testimony, help design of new proposals and performance of analyses for submittal in regulatory proceedingsActs as a witness assistant including writing sections of testimony; developing work papers and exhibits; preparing technical content of less complex data responses; reviewing, analyzing, and summarizing third party testimony, regulatory proposals, pleadings, agreements, and decisions; and assisting in developing or revising proposals and analyses for submittal in regulatory proceedingsAssist in analysis to support critical workstreams including settlement negotiations, workshops, and external requestsParticipate in the creation of financial control files and regulatory adjustments that support regulatory filings and revenue requirement calculationsAssist in the implementation, analysis, and development of the General Rate Case expense regulatory values in accordance with the CPUC decisionsProvide analytical support to key regulatory compliance filingsParticipate in the development of effective presentation materials for leadership to make decisions or bring awareness to key issuesAssists with the development and documentation of processes, guidelines, standards, and modelsParticipate in continuous improvement projects that include partnering with peers on process efficiencies and controlsConducts research to provide historical context regarding regulatory issues or assists in providing such context for complex regulatory issuesEstablishes cross-organizational relationships and assists in identifying interrelations and linkages of revenue requirements to previous/related regulatory decisionsSkillsBS/BA degree in Business, Economics, Accounting, Engineering or related discipline or equivalent work experienceOne year of related work experienceProficient Excel, Word, and PowerPoint skillsBasic knowledge of case management procedures and processesBasic understanding of PG&E's business model to perform cost of service forecasting and analysis for rate case filings and management decision supportBasic knowledge of GAAP, SEC, and FERC requirementsBasic understanding of Utility ratemakingProficient verbal and written communication skillsProficient presentation skills to effectively convey key messages to audiences and public forumsBenefitsPG&Eās discretionary incentive compensation programsCompany OverviewPacific Gas and Electric Company, incorporated in California in 1905, is one of the largest combination natural gas and electric utilities in the United States.
