Position Overview
We are seeking a highly qualified Project Director with expertise in juvenile justice and performance audits to provide senior-level operational, technical, and subject matter expertise across critical areas such as data analysis, compliance monitoring, user support, training, technical assistance (TTA), and performance auditing. This role requires strong project management skills and a deep understanding of the Juvenile Justice and Delinquency Prevention Act (JJDPA) and its core requirements.
Key Responsibilities
Understanding of Juvenile Justice and Delinquency Prevention Act (JJDP Act)

In-depth subject matter expertise in the Juvenile Justice and Delinquency Prevention (JJDP) Act, including its core requirements and legislative intent.
Strong knowledge of the Title II Part B Formula Grant Program, including implementation, compliance, and oversight requirements

Technical Assistance, Resource Materials and Reporting System Update

Oversee the update and maintenance of user technical assistance materials and resources related to the online compliance reporting system
Ensure user technical assistance materials and resources are current and clearly explain how to use the system and access help when needed
Advise OJJDP on necessary updates or enhancements to the core requirements compliance reporting system
Collaborate with OJP’s IT development team to support system improvements (note: this is not an IT development role)
Oversee the implementation and management of a user support helpdesk (via email and phone) to assist non-federal users with navigating and completing annual core requirements data submissions in the system

Data Collection and Analysis

Lead team in conducting statistical analysis of annual core requirements data submitted by states to OJJDP to determine each state's compliance with the core requirements
Analysis should assist OJJDP in: (1) Establishing annual compliance thresholds; (2) Identifying outliers and trends; (3) Performing risk assessments and supporting other analytical needs
Support preparation summary reports data submissions from states; report types and formats to be determined by OJJDP

Performance Audit Support

Provide subject matter expertise to support OJJDP in establishing the schedule of state compliance system performance audits based on annual core requirements data
Deliver support services for planning and arranging on-site performance audits, including coordination with OJJDP staff and state compliance monitors
Conduct pre-audit support activities, such as scheduling, confirming logistics, and assembling all necessary documentation and background materials for the audits
Provide subject matter expertise in the execution of on-site audits, which may include interviews with key stakeholders, file reviews, and data collection in accordance with Generally Accepted Government Auditing Standards (GAGAS), also commonly known as the Yellow Book
Provide post-audit support, including but not limited to: (1) Assisting in the preparation of audit reports and findings; (2) Coordinating with state representatives to compile responses to finding; (3) Tracking the resolution of audit findings or recommendations

Project Management Expertise

Demonstrate project management expertise to ensure all work is completed in alignment with the Performance Work Statement (PWS) requirements
Be proficient in standard project management tools and techniques, including iterative, incremental, and agile practices applied across all phases of the project lifecycle
Collaborate effectively with the Contracting Officer’s Representative (COR) and federal partners.
Proactively identify and mitigate risks to ensure successful project delivery
Lead resolution of service delivery and implementation challenges
Coordinate closely with OJJDP staff and technical assistance providers
Bring strong skills in financial management, communication, and task execution
Maintain consistent communication with staff, clients, and leadership to ensure transparency and accountability
Ensure quality, performance, and on-time delivery of all contract deliverables

Qualifications

Education: Master’s degree AND a minimum of 7 years’ experience in juvenile justice, social science, or other appropriate subject area; OR Bachelor’s degree AND a minimum of 10 years’ experience in juvenile justice, social science, or similar discipline.
License/Certification: Project Management Professional (PMP) (preferred)
Knowledge of criminal or juvenile justice programming, project management, and training and technical assistance programs highly preferred.
Technical Expertise: Strong working knowledge of GAGAS, also known as the “Yellow Book”), knowledge of compliance reporting systems, databases, and tools; proficient in Microsoft Office Suite, especially Excel, Word, and PowerPoint

Schedule:
· Monday to Friday
· ~10-12 hours per week
· Hours of operation are 8:00 a.m. - 5:30 p.m. ET
· No nights, weekends*
*Situations may arise which require contractor personnel to provide support during other time periods to complete mission critical tasks

Pay: $70.00 - $85.00 per hour
