About the position

The OCIO Analyst/Program Manager supports the Office of the CIO (OCIO) by analyzing IT operating processes, supporting governance routines, developing metrics and reporting, assessing impacts to systems and operations, and coordinating cross‑functional activities that ensure transparency, performance, and alignment across IT. This role provides critical support for financial governance, performance management, vendor oversight, operational routines, and continuous improvement efforts essential to maturing the IT operating model. Required Qualifications Location: this position has preference to based in hybrid work location (onsite at Meridian Idaho campus and WFH). There may be opportunity for fully remote within a mutually acceptable location. #LI-Hybrid Education: Bachelor’s Degree IT, Operations, or related technical or business field of study; or equivalent work experience (Two years’ relevant work experience is equivalent to one-year college) Experience: 3-5/+ years of experience as an Analyst or Program Manager, supporting technology teams across initiatives, financial reporting, vendor management, performance/metrics, and IT Governance, preferably in the healthcare payor industry.

Responsibilities
• Determine operational objectives, gather information, and evaluate business and IT requirements.
• Analyze, define, model, and document business processes, systems requirements, governance processes, and operational workflows.
• Evaluate the impact of changes to IT systems, business processes, policies, governance frameworks, and operating model components.
• Recommend improvements to processes, standards, tools, and operating practices to enhance transparency, consistency, and performance.
• Support development, maintenance, and refinement of OCIO governance frameworks, including decision rights, committee structures, charters, and documentation.
• Prepare materials for governance forums, including agendas, presentations, decision logs, action items, and follow‑up communications.
• Maintain centralized repositories for OCIO documentation, standards, templates, and supporting documents.
• Support development and ongoing management of key performance indicators (KPIs), metrics, and dashboards across IT operations, governance, financial management, delivery, and maturity.
• Collect, validate, and analyze data to evaluate program effectiveness, operational performance, vendor performance, process health, and organizational maturity.
• Prepare reports, overviews, and updates to support leadership decision‑making, operating reviews, and performance discussions.
• Assist with financial governance tasks, including budgeting inputs, forecasting support, variance or cost driver analysis, and spend transparency activities.
• Support vendor governance activities such as performance tracking, documentation, scorecards, evaluation sessions, and preparation for QBRs or vendor reviews.
• Coordinate cross‑functional work efforts across IT, Finance, Procurement, Security, Data, Infrastructure, Product/BRM, and related stakeholders.
• Support execution of OCIO operating routines including intake processes, prioritization cycles, planning cycles, operational reviews, and communication rhythms.
• Develop, update, and manage process documentation, standard templates, operating procedures, and reference materials that support OCIO maturity.
• Prepare clear, concise communications, reports, summaries, and presentations for leadership and collaborator audiences.
• Facilitate or support workshops, working sessions, and partner engagement activities to drive alignment and collaboration.
• Participate in or support change readiness, user acceptance testing, and rollouts related to governance, reporting, or operational improvements.
• Solve issues, conduct root‑cause analysis, and recommend corrective actions in support of OCIO processes or technology impacts.
• Perform other job‑related duties as assigned to support OCIO objectives and evolving organizational needs.

Requirements
• Bachelor’s Degree IT, Operations, or related technical or business field of study; or equivalent work experience (Two years’ relevant work experience is equivalent to one-year college)
• 3-5/+ years of experience as an Analyst or Program Manager, supporting technology teams across initiatives, financial reporting, vendor management, performance/metrics, and IT Governance, preferably in the healthcare payor industry.
