Our service and solutions delivery start with understanding each client’s end-state, and then seamlessly integrating within each Agency’s organization to improve and enhance strategic and technical operations and deployments.  Position Overview: BLN24 is seeking a Lead Full Stack Application Developer to drive end-to-end solution design and delivery across front-end, back-end, and cloud infrastructure. This role mentors a multi-disciplinary team, establishes engineering best practices, and collaborates with product, UX, DevSecOps, and business stakeholders to deliver secure, scalable, and maintainable applications. Key Responsibilities: Own the architecture and implementation of the client web platform, encompassing the front-end, APIs, data layer, and cloud services. Lead design reviews, code reviews, and technical decision-making while setting and enforcing high-quality coding standards for the application. Collaborate with Product and UX teams to translate policy guidance requirements into well-scoped, scalable, and user-centric technical solutions. Implement modern CI/CD pipelines, test automation, observability, and "security-by-design" principles to ensure a robust and resilient environment. Guide backlog refinement, technical debt remediation, and performance optimization using Agile practices to maintain high velocity and platform reliability. Mentor developers through pairing, constructive feedback, and tailored growth plans to foster a high-performing, multi-disciplinary engineering culture. Oversee cloud deployments (including blue/green and canary strategies), infrastructure-as-code, and cost optimization within FedRAMP-authorized environments. Ensure compliance with security, privacy, and accessibility requirements, maintaining strict adherence to Section 508 and NIST standards. Required Qualifications: 8+ years in software development, including 3+ years in a tech lead role. Backend: Senior-level experience with Drupal 10 (PHP) and custom module development. Frontend: Mastery of React.js, TypeScript, and modern CSS frameworks (USWDS experience is a major plus). Cloud/DevOps: Experience deploying in FedRAMP environments (AWS/Azure) and managing CI/CD pipelines (GitHub Actions/Jenkins). Security: Deep understanding of HSTS, SSL/TLS, and building "Security by Design" to protect the platform itself. US.
