This posting is only for current internal City of Portland employees.


This position performs reviews of complex development proposals and plans for compliance with Title 33 Zoning Code and applicable environmental codes, approval criteria, requirements and regulations. Typical assigned reviews include Environmental and Greenway reviews to evaluate whether the development proposal has the least detrimental impact to inventoried resources and functional values, and that unavoidable impacts are mitigated.

Work includes:
  • Conducting site visits and environmental impact evaluations,
  • Identifying problems and assesses alternatives in the context of a specific development proposal,
  • Soliciting and coordinating bureau and agency comments regarding specific development projects; and
  • Writing legally defensible findings for judicial land-use reviews. These decisions may be final unless appealed to a higher authority/appeal body. In cases of appeals or where the City Planner II Environmental does not make a final decision, they recommend approval or denial of judicial land use application through the preparation of a staff report and public hearing presentation to appeal bodies or City Council.
In addition, this position may review property line adjustment applications; conduct parcel, mapping and zoning analysis; respond to questions from other bureaus, developers, professionals, and interested parties; and be assigned phone and counter shifts in the Development Services Center to provide information to customers and review permits.

The City Planner II – Environmental will also meet the Bureau's expectations of providing excellent customer service in an equitable manner to meet the needs of the City of Portland's community. Fluency in a second language is desirable, but not required.

Potential future positions in the Bureau of Planning and Sustainability in this classification may involve research, analysis, and development of policies and regulations related to watershed and ecological health, natural hazard prevention and mitigation, and related topics. As technical advisors, environmental planners in the Bureau of Planning and Sustainability inform and advise land use and infrastructure planning projects and respond to inquiries related to natural resource conservation and protection.
Applicants must meet each of the following qualifications per HRAR 7.01:
  • Hold regular status in this classification
  • Passed probationary period
Or
  • Hold limited duration status in this classification

The following are the knowledge, skills and abilities that the bureau has identified as critical and your resume should include/highlight these areas:
  1. Knowledge and experience applying theory, principles, standards, practices and information sources of natural resources and environmental planning.
  2. Ability and experience understanding, interpreting, explaining and applying federal, state and local environmental regulations, policies, procedures, standards, and planning principles and practices, to specialized, complex or diverse natural resource or environmental planning processes.
  3. Ability and experience exercising sound independent judgment and reaching appropriate conclusions within established policies and guidelines.
  4. Ability and experience presenting ideas and requirements clearly and persuasively, orally and in writing; and negotiate resolutions to problems or conflicts.
  5. Ability and experience establishing and maintaining effective working relationships with developers, property owners, elected officials, management and staff, representatives from other organizations, community representatives, the public and other encountered in the course of the work.
  6. Knowledge of inter-relationships between various land use and natural resources.

Please read the City of Portland Administrative Rule 7.01 for complete information. Additional evaluation may be required prior to final selection.
