The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.This position is with the Division of Financial Regulation (DFR). DFR's mission supports that of DCBS department by protecting Oregonians' access to fair products and services through education, regulation, and consumer assistance. DFR is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. This position is represented by the Service Employees International Union (SEIU). Responsibilities • Analyze and resolve complex issues related to health and life insurance for individual members of the insurance buying public.• Mediate and resolve issues on behalf of the insurance buying public. • Provide information to enable consumers to protect their rights. Requirements • A bachelor's degree in Business or Public Administration, or Behavioral or Social Sciences. • Two years' experience coordinating and administering a program that included interpreting and applying insurance laws, rules, and/or policies/contracts. • Any combination of experience or education equivalent to five years of coordinating and administering a program that included interpreting and applying insurance laws, rules, and/or policies/contracts.Nice-to-haves • Professional work experience in the health and/or life insurance industry. • Ability to work collaboratively with diverse groups to mediate and resolve problems, including effectively handling emotionally charged situations. • Strong communication skills, both written and verbal, to provide education to consumers, the insurance industry, and other state agencies. • Efficient and effective use of time in a fast-paced environment that includes managing files, phone inquiries, and other assigned work while promoting customer service and working relationships.• Preference may be given to applicants who have professional work experience with multiple lines of insurance. • Preference may be given to candidates who are able to speak, read, and write Spanish fluently.
