Role Overview We are seeking an experienced Business Systems Analyst to join our team in Portland, Oregon. As a Business Systems Analyst, you will play a crucial role in designing, developing, implementing, and configuring new application software systems for statewide use. You will conduct business analysis and research, analyze and make recommendations for database applications, and provide expert-level technical, analytical, and data steward services to agency programs. Key Responsibilities Design, develop, implement, and configure new application software systems for statewide use Conduct business analysis and research in preparation for major enhancements to agency-wide systems Analyze and make recommendations for database applications, new technology policy, and existing and new business process standards Provide expert-level technical, analytical, and data steward services to agency programs, including project management Support the achievement of agency goals and provide technical consultation and advice to managers, technical and professional IT staff, and system users Essential Qualifications To be successful in this role, you will need: 5 years of information systems experience, OR 3 years of information systems experience and an Associate's degree in computer science, information technology, or a related field, OR 1 year of information systems experience and a Bachelor's degree in computer science, information technology, or a related degree Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities Ability to effectively communicate ideas, recommendations, and technical information to technical and non-technical people Experience conducting system analysis, including identifying system requirements and choosing appropriate data management tools Highly motivated, with a willingness to take initiative and work creatively to find solutions Preferred Qualifications While not required, the following qualifications are preferred: Demonstrated experience building and fostering relationships with a diverse group of partners, including colleagues, interested parties, communities, organizations, and businesses Experience with database development and implementation in a multi-user, multi-site environment Experience creating and maintaining system documentation, including writing instructional documents for users of information systems, and providing user training as needed Proficiency in Microsoft .NET, Microsoft SQL, JSON, Visual Studio, and data modeling and reporting tools Skills and Competencies To excel in this role, you will need: Strong analytical and problem-solving skills, with the ability to think critically and outside the box Excellent communication and interpersonal skills, with the ability to work effectively with technical and non-technical stakeholders Strong project management skills, with the ability to prioritize tasks and manage multiple projects simultaneously Ability to work in a fast-paced environment, with a high degree of flexibility and adaptability Career Growth Opportunities and Learning Benefits At DEQ, we are committed to supporting the growth and development of our employees.
