About the position

The Environmental Division at the Texas Department of Transportation (TxDOT) is seeking a dedicated individual for the position of Environmental Project Planner III (Hazardous Materials Specialist). This role presents an exciting opportunity to join a team of over 13,000 professionals committed to ensuring environmental compliance and sustainability in transportation projects. The successful candidate will be responsible for performing complex environmental-related work activities associated with hazardous material investigations, corrective actions, abatements, and waste management. This includes directing environmental investigations and corrective action activities related to impacted soil, groundwater, and other media. The position requires a high level of expertise and technical support for transportation facility development and maintenance, ensuring compliance with state and federal environmental requirements during facility operations. In this role, the Environmental Project Planner III will conduct complex inspections, field surveys, assessments, and project investigations, preparing and reviewing environmental documents to ensure compliance with applicable environmental laws, rules, regulations, policies, and procedures. The planner will coordinate with department staff, state and federal regulatory agencies, and contracted professionals in complex mitigation efforts, completing both routine and highly complex mitigation requirements. Additionally, the planner will develop, write, revise, approve, and prepare contracts, statements of work, work authorizations, amendments, supplements, and related documents, including spreadsheets and financial/statistical reports related to environmental studies. The position also involves consulting and coordinating with project managers, planners, engineers, and environmental staff to refine projects to avoid and minimize environmental impacts. The Environmental Project Planner III will be responsible for the coordination and evaluation of complex permits with resource and regulatory agencies, as well as reviewing, analyzing, and coordinating inspections and assessments to ensure compliance with environmental laws. The role requires a proactive approach to managing environmental projects and ensuring that all activities align with TxDOT's commitment to environmental stewardship and sustainability.

Responsibilities
• Conduct complex inspections, field surveys, assessments, and project investigations.

• Prepare and review environmental documents to ensure compliance with applicable state and federal environmental laws, rules, regulations, policies, and procedures.

• Coordinate with Department staff, state, federal, regulatory agencies, and contracted professionals in complex mitigation efforts.

• Develop, write, revise, approve, and prepare contracts, statements of work, work authorizations, amendments, supplements, and related documents.

• Consult and coordinate with project managers, planners, engineers, and environmental staff on project refinements to minimize environmental impacts.

• Evaluate and coordinate complex permits with resource and regulatory agencies.

• Review, analyze, and coordinate inspections, field surveys, assessments, and project investigations for compliance with environmental laws.

• Monitor and approve consultant work, research programs, or special studies.

Requirements
• Bachelor's Degree in physical or environmental sciences, environmental engineering, or an environmentally related field.

• 5 years of experience in environmental, planning, project management, or other relevant fields (experience can be substituted for education on a year-per-year basis).

• Mandatory: Safety Impact Certificate.

Nice-to-haves
• Master's Degree in Archeology, Anthropology, or a closely related field (for specific roles).
