The State of Tennessee is seeking a DHS Licensing Consultant 1 who will engage in professional child/adult care program evaluation work. The role involves monitoring compliance with licensure regulations, evaluating quality indicators, and investigating complaints against care facilities. Responsibilities Conducts monitoring visits to providers to support compliance with rules and monitor quality and documents findings. Serves as a technical advisor and point of contact for assigned providers on questions regarding rules including concerns about applications, grants, and rating assessment systems Identifies programs needing improvements and assists the assigned supervisor in coordinating activities with quality partners to facilitate the development of an improvement plan.Monitors improvement plans to continuously ensure the plan is being implemented and offers advanced information and recommendations if modifications are needed Utilizes internal monitoring and quality assessment tools to document necessary program features for reporting needs. Demonstrates a mastery of how to score features within the tool for accurate reporting Determines and evaluates solutions to potential barriers to licensure compliance and unique needs of the program including facility expansion, playground renovation, and age-appropriate practices.Provides advanced counseling to existing or proposed child/adult care agencies to develop and improve programs and physical facilities Investigates complaints of alleged violations of licensure regulations including potential cases of abuse, neglect, illegal actions, and illegal operators. Conducts interviews with involved parties to obtain relevant information regarding the complaint to determine validity Provides recommendations for actions against agencies based on monitoring and/or investigation results and may testify in court about violations.Instructs programs in development and continued monitoring of a plan of corrective action to resolve non-compliance Advises on developmentally appropriate practices by providing innovative technical assistance. Coordinates targeted technical assistance, mentoring, coaching, and training activities in collaboration with quality partners when necessary Establishes and maintains partnerships with child/adult care providers and other internal/external partners to ensure correct application of regulations and support developmentally appropriate practices that promote educationally rich environments.Identifies and coordinates training for providers related to children's health and safety, business development, budgeting, early childhood education, developmentally appropriate practices, appropriate social-emotional growth, or other needs based on observations, and relevant law or policy changes Skills Bachelor's degree and one year of full-time professional experience in child/adult care program evaluation or administration, care of children/adults, professional education, professional human or social services, or para-professional experience assisting teachers or in child/adult care at a facility licensed or certified by a local, state, or federal government Complete a criminal history disclosure form in a manner approved by the appointing authority Submit to a review of the Indicated Persons Registry of the Department of Children's Services Agree to release all records involving their criminal history to the appointing authority Supply a fingerprint sample in a manner prescribed by the TBI for a fingerprint based criminal history records check Submit to a review of their status on the Department of Health's vulnerable persons registry Possess a valid driver's license as driving is an essential function of the position Company Overview State government is the largest employer in Tennessee, with approximately 43,500 employees in the three branches of government.It was founded in 1796, and is headquartered in Nashville, Tennessee, USA, with a workforce of 10001+ employees.
