Consultant – Energy Efficiency & PPP Good Practice Report

We are looking for a Consultant (Consultancy company or a licensed freelance consultant) to deliver a Good Practice Report on Public-Private Partnership Models and Financial Frameworks for Energy Efficiency in Multifamily Apartment Buildings in Lithuania, Hungary and Bulgaria. About ComActivate - Enabling Community Action for Energy Sufficiency The ComActivate project, led by HFHI, tackles rising energy poverty in the EU—particularly in Central and Eastern Europe—by addressing the poor energy efficiency of multi‑family apartment buildings, where around 60% of the region’s population lives. Implemented in Bulgaria, Hungary and Lithuania, the project develops and tests practical solutions that reduce energy poverty, improve energy security and support climate goals. Key activities include establishing local resource centers, creating Neighborhood Energy Sufficiency Roadmaps, building the capacity of homeowner association managers and driving policy and investment dialogues at national and EU levels to ensure long‑term impact and sustainability. Key Deliverables : The consultant will be responsible for delivering the following research components : • Literature review - Produce a clear literature review on PPPs for energy‑efficient renovation of multifamily housing, highlighting knowledge gaps, gender‑specific impacts and barriers, and summarizing successful case studies and good practices in financing and energy performance models • Stakeholder engagement for research Purposes - Conduct stakeholder engagement by identifying key actors with country partners, gathering qualitative insights through interviews or consultations (as feasible), ensuring inclusion of women and disadvantaged groups, and producing a stakeholder map that outlines roles, relationships and influence • Data collection and analysis - Gather and analyze qualitative and quantitative data on PPP models for energy‑efficient renovation in MFABs, including sex‑disaggregated data on energy poverty, decision‑making and access to finance. Assess energy savings, financial performance, building and well‑being improvements, and governance factors, and identify patterns, success drivers and barriers using appropriate statistical and qualitative methods. • Financial framework development - Develop a tailored financial framework for MFAB energy‑efficiency renovations, outlining public, private and innovative financing options; integrating gender‑responsive mechanisms; providing guidelines for transparent and accountable PPP structures; and recommending how international best practices can be adapted to local regulatory and institutional contexts. • Preparation of a good practice report - Prepare a comprehensive good practice report that includes an executive summary, consolidated findings from all research components, case studies of successful PPP models, a dedicated Gender and Social Inclusion section with actionable recommendations, and the proposed financial framework with practical guidance Required Competencies and Experience : • At least 5 years of experience and knowledge in CEE capital markets focused on energy investments • Strong expertise in research, analysis and writing skills, and in developing comprehensive analyses on similar projects • At least 3 references of professional experience in conducting similar services • English language fluency spoken and written is required • Savvy in report writing and visualization of the same (clear and easy to comprehend by different audiences) • Capacity for collaboration and responsiveness, ensuring timely delivery and openness to feedback • Great proficiency in English both written and spoken • Registration in the EU is preferred • Experience in gender analysis or social inclusion in energy or housing projects is an asset Active support of HFHI Values : • Humility – We are part of something bigger than ourselves • Courage – We do what’s right, even when it is difficult or unpopular • Accountability – We take personal responsibility for Habitat’s mission Safeguarding : HFHI requires that all employees take seriously their ethical responsibilities to safeguarding our intended beneficiaries, their communities, and all those with whom we work.
