The Riverside County Auditor Controller’s Office, Payroll Division, is seeking a qualified Chief Accountant to join the team in Riverside, California.

The Chief Accountant will direct and manage the payroll operations, payroll tax, and reconciliation functions of the Auditor Controller’s Office. This role involves developing and implementing operating and administrative policies and procedures, as well as overseeing the establishment, maintenance, and review of accounting and fiscal records. The successful candidate will advise and train staff and external agencies on payroll tax matters, payroll processing functions, and current labor laws, legislation, procedures, and processes. Additional responsibilities include supervising the preparation of complex reports and overseeing the development and maintenance of the HCM Payroll system, including fiscal transactions, requirements gathering, testing, training, and documentation. The Chief Accountant will also provide technical guidance, direction, and training to subordinates handling complex accounting work and will coordinate team activities within the division.

The most competitive candidates will have a strong understanding of California Revenue and Taxation, Health and Safety, and Government Codes as they relate to payroll taxes. Experience with payroll operations, employer and employee tax laws, and the PeopleSoft HCM system is essential. Candidates should be detail oriented, analytical, and experienced in supervising staff. Knowledge of Riverside County payroll tax requirements, pension contributions, and payroll reporting and reconciliation is highly desirable. Strong technical skills, the ability to document and improve processes, and experience managing teams and budgets are also important.

This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.
At this time, the position has the opportunity for a hybrid telework schedule based on business need, however job expectations, at times may require in person interaction. Telework may change at any time and you will be expected to report to the office.

The Riverside County Auditor-Controller is an independent, nonpartisan elected office that functions as the chief accounting and disbursement officer of the County. The responsibilities of the Auditor-Controller are generally defined in the California Government Code. With close to 100 employees, this office was established to provide accounting, audit, payroll, and property tax administration services to County government, cities, K-14 schools, and special districts. • Supervise directly and through subordinates, professional, and clerical personnel in a major accounting or auditing division; determine scope and character of accounting operations.

• Assist in the development and implementation of department operating and administrative policies; organize, assign, review, and participate in work; establish and implement procedures.

• Advise staff on technical problems; train new employees; provide recommendations on personnel appointments and other transactions.

• Organize, assign, and review the work performed by accounting personnel in connection with personnel records, payroll, labor and material codlings, original fiscal entries, ledger entries, purchasing payments, revenues and funds, and routine accounting and statistical reports.

• Prepare or supervise the preparation of a variety of complex and special reports.

• Consult with and advise others on work-related matters, including advising on modifications to existing accounting practices; review and study changes in legal and procedural requirements for county and district fiscal records and audit operations.

• Revise and maintain forms and systems for financial transactions, recordkeeping, and budgeting controls.OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree in accounting, or another field of study that included 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework. (One year of experience as a professional accountant with the County of Riverside may substitute for the 18 semester or 27 quarter units of specialized coursework.)

Experience: Four years as a professional accountant, including at least one year in a supervisory capacity over other professional accountants.

OPTION II
Certificate: Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.

ALL OPTIONS
Knowledge of: The theory, principles, and practices of general and governmental accounting and auditing; state and local codes, rules, and regulations regulating and influencing county fiscal operations; the development of systems forms for various types of accounting records and reports; principles, methods, and techniques of public administration, personnel management, and business office management.

Ability to: Plan, organize, coordinate, and direct a complex accounting or auditing program; organize and supervise the training and work of professional and clerical subordinates; interpret and apply legal and administrative concepts and principles and practices of accounting to departmental and general county accounting systems; analyze data, draw logical conclusions, and recommend or adopt effective courses of action; prepare comprehensive, clear, concise, and complex reports and financial statements; write and speak effectively; establish and maintain effective working relationships.
