About the position

The Business Manager for Federal Programs at Lumen oversees the Business Management Office (BMO) responsible for financial and administrative activities supporting the Air Force Base Infrastructure Modernization Program (BIM). This role is crucial for managing a multi-award indefinite delivery/indefinite quantity (ID/IQ) contract aimed at modernizing and sustaining approximately 187 installations globally over a ten-year period. The position requires extensive experience in leading complex teams and managing multiple task orders simultaneously, ensuring compliance with service level agreements and operational efficiency.

Responsibilities
• Oversee the Business Management Office (BMO) for the Air Force Base Infrastructure Modernization Program (BIM).

• Manage financial and administrative activities in support of the BIM Program Management Office (PMO).
,
• Collaborate with the larger Eco to support pre-sales activities.
,
• Direct the development and implementation of processes and procedures for efficient Task Order execution.
,
• Manage task orders with various financial constructs including firm fixed price and cost reimbursable contracts.
,
• Provide guidance to Program Managers, Engineers, and Subcontractors to ensure compliance with budgets and cost accounting practices.
,
• Develop customer-driven methodologies and systems to measure program success.
,
• Administer PMO personnel and manage the master library of all process and procedure documents.

Requirements
• Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or related field.

• 10-15 years of experience in Program/Project Management, with at least 3 years in a management position.
,
• Strong experience in managing complex networks, preferably with the Department of Defense.
,
• Project Management Professional (PMP) Certification.
,
• Information Technology Infrastructure Library (ITIL) Certification.
,
• Secret Clearance with ability to be cleared for additional program access.
