Minimum qualifications are required for a Consultant to be eligible to submit a proposal response. Your submittal response must show compliance to these minimum qualifications. Proposers that are not responsive to these qualifications shall be rejected by the City without further consideration:
Staff assigned to project must have at least 5 years of experience with Accela Automation and highly customized Accela Citizen Access environments. Staff assigned to project must have at least 5 years experience performing Business Analysis in a municipal government setting. Staff assigned to project must have at least 3 years experience working with Accela implementations for a large Municipal or State Department of Transportation.
must have expert knowledge of Accela, including but not limited to: record type configuration options, a conceptual understanding of scripting for Accela, Event Manager and Script Engine (EMSE) scripting, Accela Citizen Access (ACA), Accela Mobile, SQL Server Reporting Services (SSRS) reports, and Construct Application Programming Interface (API). Successful staff resources will have at least fundamental knowledge of commonly integrated systems like ESRI ArcGIS, state licensing systems, and Blue Beam. Staff resources must possess a fundamental understanding of Right of Way Permitting processes.
