The Health Care Authority (HCA) is currently seeking a highly qualified individual to become the Tribal Affairs Administrator. The Tribal Affairs Administrator supports the entire agency in meeting the requirements of chapter 43.376 RCW and section 1902(a)(73) of the Social Security Act and related rules promulgated by the Centers for Medicare and Medicaid Services (CMS) and the Substance Abuse and Mental Health Services Administration (SAMHSA). As required by RCW 43.376.020, this position reports to the agency Director. Per Governor Inslee’s Proclamation 21-14 state employees must be fully vaccinated. Decision Making and Policy Impacts As the statutorily-required agency liaison with the federally recognized Tribes, the Tribal Affairs Administrator gives executive level guidance to HCA on maintaining collaborative relationships with tribes and Indian health care providers and on strategic HCA decisions that affect tribes, Indian health care providers, and American Indian and Alaska Native individuals. This position also manages the Office of Tribal Affairs, a team of 11 people who manage contracts and programs, who provide technical assistance to HCA and tribal staff and leaders, and who help guide the agency toward more collaborative relations with the Tribes and Indian health care providers. The Tribal Affairs Administrator also provides leadership in the development of statewide Medicaid and SAMHSA-funded programs policy as applicable to Tribes and Indian health care providers. All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes. This position is eligible to telework and is typically not required to report on-site. Some of what you will do: Support and monitor agency compliance with the Centennial Accord (as codified in chapter 43.376 RCW), CMS requirements for single state Medicaid agencies to solicit advice from tribes and IHCPs (as set forth in section 1902(a)(73) of the Social Security Act), and SAMHSA requirements for affected states (as set forth in section 724(a)(4)(B)(ii)(II) of the Indian Health Care Improvement Act (25 U.S. Code § 1667c)). • Maintain consultation processes for issues involving tribes, including updates to the agency consultation policy and agency compliance with notice requirements to tribes and IHCPs. • Facilitate consultations/meetings with tribal leaders and representatives of IHCPs. • Assist the agency to make reasonable efforts to collaborate with tribes in the development of policies, agreements, and program implementation that directly affect tribes. • Prepare and submit the annual Centennial Accord report to the Governor and tribal leaders. • Serve as contact person and manage Regional Tribal Liaisons in their relationships with tribal governments and IHCPs. • Manage communication between the agency and tribal governments. • Represent the agency in meetings with tribal and IHCP representatives and in interagency meetings on matters that have a direct effect on tribes, IHCPs, or AI/ANs. • Provide subject matter expertise, policy analysis and program recommendations and development to agency executive leadership and staff on issues of importance to tribes and IHCPs in Washington State and on issues of compliance with federal Indian law and federal and state statutes and regulations applicable to tribes, IHCPs, and AI/AN Medicaid applicants and recipients, including Medicaid state plan amendments and waivers, SAMHSA block grant applications, and IHS and tribal billing guides. • Provide technical assistance to tribes, IHCPs, and other external parties as the agency subject matter expert on federal and state requirements applicable to the agency’s business as it relates to tribes, IHCPs, and AI/AN applicants and recipients of agency programs. Required qualifications: A bachelor’s degree in public administration, health policy, business, management, or comparable area of study related to the responsibilities of the position AND five years of management experience, including the oversight and supervision of other mangers and operations.
