Project Background:
This position supports the Supportive Services for Veteran Families (SSVF) Program within the Veterans Health Administration (VHA). The SSVF program provides critical housing stability services to Veterans and their families who are homeless or at risk of homelessness. Through grants to community organizations, the program delivers rapid rehousing, homelessness prevention, and supportive services that allow Veterans to maintain stable housing and rebuild their lives
Ibility supports the Department of Veterans Affairs in ensuring that SSVF grantees operate effectively, comply with program requirements, and deliver meaningful outcomes for Veterans and their families
This role goes beyond a traditional audit function. Our team performs investigative analysis, program evaluation, and financial, compliance, and operational reviews to ensure the program is operating as intended and that Veterans are receiving the highest quality support possible
This role requires the ability to travel one to two weeks per month to perform onsite activities

The SSVF program is a mission-driven effort supporting Veterans experiencing housing instability. The work we perform directly contributes to improving outcomes for Veterans and their families.

Ensure deadlines on deliverables are met with a high-quality, error-free work product
Ensure fiduciary responsibility by executing cost-conscious and government-compliant travel cost decisions
Demonstrate initiative in supporting team members and contributing to a collaborative work environment
Take ownership of assigned responsibilities and communicate proactively regarding project needs or challenges
Contribute to building a strong and supportive team culture

What You Will be Doing:

Reviewing SSVF case files and program documentation to identify anomalies, inconsistencies, or patterns that may indicate financial, compliance, or operational concerns
Conducting investigative analysis of grantee activities rather than simply performing checklist-style compliance reviews
Performing detailed analysis using large and complex Excel workbooks to identify trends, anomalies, and performance indicators
Building pivot tables and performing structured data analysis to support findings and recommendations
Evaluating whether grantees are delivering appropriate supportive services in alignment with VA program guidance
Documenting findings clearly and developing evidence-based conclusions and recommendations
Proactive and timely discussion of site visit concerns with the team leadership and clients including potential or reported fraud, waste, and abuse
Proactive and timely discussion of complex or difficult findings with grantee leadership while maintaining professionalism, clarity, and support for program improvement
Participating in team discussions to share insights, trends, and lessons learned across grantees
Helping foster collaboration and community within the Ibility SSVF review team to ensure knowledge sharing and mutual support

What You Will Need to be Successful:

Bachelor’s degree required (business, public administration, social services, or related field preferred)
3+ years of experience in program oversight, grants management, auditing, compliance review, or program analysis
Strong analytical thinking and the ability to investigate program data to identify underlying issues
Advanced Excel skills, including the ability to work with large workbooks and create pivot tables to support analysis
Proficiency in Word and providing high quality and relevant audit reports
Experience reviewing grant-funded programs or federal program operations is strongly preferred
Ability to discuss complex or difficult findings with grantees in a constructive and professional manner
Ability to possess and initiate strong attention to detail skills
Strong written and verbal communication skills
Strong organizational and time management skills
Ability to balance independence with collaboration and proactively support fellow team members when needed

Ability to obtain Public Trust Clearance
