Summary

The Site Safety & Health Officer (SSHO) develops, coordinates, and supervises the implementation and maintenance of a project occupational health and safety program designed to prevent injury, occupational illness, and property damage. The SSHO works with the on-site superintendent and/or Field Team Lead, project management team, subcontractors, and other third-party entities to develop construction means and methods that meet all the minimum OSHA and other applicable regulatory minimum standards for safety and health. This position requires the SSHO to be on the project site Monday - Friday when construction is being performed.

The salary range for this position is $110,000-$130,000/year.

This is a telecommute position with 75-100% travel and open to applicants regardless of location, current work sites include Hawaii, California, Arizona, North Carolina, South Carolina.

Essential Duties and Responsibilities
• Draft project-specific manuals, including preparation and distribution of updates.
• Determines applicability of administrative and regulatory requirements and other health and safety laws and implements applicable regulations and standards. Maintain current knowledge of regulations and practices applicable to the United States, the Federal Aviation Administration, and the U.S. Army Corps of Engineers.
• Establishes and implements safety training objectives. Plans and schedules tasks related to health and safety. Conducts safety/health-related training. Maintains all records and data related to employee training, medical examinations, licenses, and certifications. Conducts safety orientation and weekly safety meetings.
• Represent the company in inspections and hearings conducted by USACE, OSHA, and other regulatory agencies.
• Conducts and supervises site inspections, job hazard analyses, and other evaluations to identify the hazards and potential risks. Makes recommendations to managers as required and implements appropriate corrective actions. Conducts audits of corrective actions to ensure compliance with regulations and corrective action.
• Reviews and approves subcontractor site-specific safety plans.
• Conducts post-accident investigations and makes recommendations for changes in equipment and processes to correct unsafe conditions. Assesses accident statistics to determine requirements for new or modified training.
• Assists with risk management and environmental health issues.
• Prepares, recommends, and administers the budget for the area of responsibility.
• Prepares complex analytical documents and correspondence.
• Builds and maintains positive working relationships with co-workers, prime and subcontractors, and the public using principles of good customer service.
• Promotes a culture that encourages, recognizes, and rewards safe conduct.
• Conduct presentations on assigned topics as assigned.
• Other duties as assigned.

Minimum Qualifications
• Minimum 10 years of work at a progressive nature with at least 5 years of experience on similar projects with the Federal Government
• 5 years of construction industry safety experience
• 2 years of experience may be substituted with CSP certification OR 2 years of experience may be substituted with a degree in Safety & Health
• 30-hour OSHA training or equivalent
• 40-hour OSHA HAZWOPER training
• Knowledge of principles and practices of USACE EM 385-1-1 and industrial and occupational safety and health program administration
• Knowledge of pertinent local, state, and federal laws, ordinances, rules, and regulations
• Knowledge of principles and techniques of employee training
• Knowledge of report preparation and statistical analysis

Preferred Qualifications
• CSP certification
• Strong experience in demolition, abatement, and environmental remediation projects
• Experience and knowledge of Alaska Native cultures

Required Skills

Ability to plan, organize, promote, and implement a comprehensive health/safety program. Develop and recommend policies and procedures; assemble and interpret statistical data. Prepare reports and manually interpret and summarize technical and/or complex information for use by less knowledgeable individuals. Identify, plan, conduct, or provide training in a variety of safety, health, and other risk management-related areas. Work with various cultural and ethnic groups tactfully and effectively and act quickly in emergencies. Analyze situations quickly and objectively to determine the proper course of action. Use a computer and other job-related equipment. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work.

Other Requirements

The ability to preserve confidential information is a critical component of this position. The position may require occasional weekend and evening work. The candidate is subject to a reference check, credit check, or background investigation and may be required to meet other suitability criteria as outlined in government contract requirements. Candidate must be authorized to perform work in the U.S. and provide evidence of credentials as requested. Must be able to produce written verification of certifications and training. Certified by owner agencies when necessary.

Physical Demands
• Frequent lifting, sitting, standing, stooping for prolonged periods, using hands/fingers requiring dexterity, should have good hand-eye coordination and motion control in coordination with handling tools, equipment, and other related components.
• Reaching with hands and arms for items above and below sight level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth, color perception, and the ability to adjust focus); walking from place to place within the project location with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 8 hours.
• Frequent lifting of up to 50 pounds, such as small electrical components, equipment, and other materials.

Work Environment
• Indoors and outdoors, may be subject to changes in temperature and noise levels. While outdoors may be subject to construction site conditions, confined spaces, changes in temperature, extreme ambient weather conditions, and noise levels.
