Job Overview:We are seeking a versatile and experienced Medicaid Business Analyst to join our dynamic team. This role is instrumental in driving both the implementation of the Medicaid technology platform and the broader transformation initiatives within our organization. You will work across a spectrum of projects - from leading technology deployments and managing PMO oversight to guiding business process re-engineering and organizational change. Your expertise will support regulatory compliance, strategic decision-making, and process innovation to ensure successful project outcomes and improved Medicaid service delivery.Responsibilities:
Requirements Analysis & Documentation:
Collaborate with cross-functional teams and key stakeholders to elicit, analyze, and document detailed business requirements
Develop comprehensive functional specifications, user stories, and acceptance criteria for both technical and business teams
Utilize process mapping, gap analysis, and modeling tools to document current and future state workflows
Project Implementation & Oversight:
Lead or support end-to-end project implementation, working directly on technology platform deployments or in a PMO oversight capacity
Coordinate with project managers to define project scope, deliverables, timelines, and risk mitigation strategies
Monitor progress against key milestones, ensuring adherence to quality, regulatory, and compliance standards
Business Process Re-engineering:
Analyze and redesign existing Medicaid business processes to improve operational efficiency and align with best practices
Identify opportunities for process automation and system integration to streamline workflows
Develop business cases and cost-benefit analyses to support transformation initiatives
Organizational Change Management:
Develop and implement change management strategies, including communication plans, training programs, and stakeholder engagement initiatives
Facilitate workshops, training sessions, and feedback loops to ensure smooth transitions during technology and process changes
Act as a liaison between technical teams and business units, ensuring clear communication and alignment throughout change initiatives
Stakeholder Engagement & Communication:
Build and maintain strong relationships with internal stakeholders (executives, operations, IT, compliance) and external partners (vendors, regulatory bodies)
Deliver clear and concise project updates, status reports, and executive summaries
Engage in strategic discussions to provide insights on Medicaid policies, operational challenges, and technological opportunities
Risk & Compliance Management:
Assess project risks, including regulatory, operational, and technical challenges, and develop mitigation strategies
Ensure that all initiatives adhere to Medicaid regulations, healthcare compliance standards, and internal governance policies
Support quality assurance efforts through system integration testing (SIT), user acceptance testing (UAT), and post-implementation reviews
Data Analysis & Reporting:
Leverage data analytics to monitor project performance and process improvements
Provide actionable insights through detailed reports and dashboards to drive continuous improvement
Utilize business intelligence tools to track key performance indicators (KPIs) and evaluate project outcomes
Vendor & Third-Party Management:
Coordinate with vendors and external partners during technology implementations and process integrations
Evaluate vendor performance and ensure alignment with project requirements and industry best practices
Negotiate and manage contractual obligations related to project deliverables
Qualifications:
Education & Experience:
Bachelor’s degree in Business, Health Administration, Information Systems, or a related field
5+ years of experience as a Business Analyst within Medicaid related projects
Proven experience in managing or supporting technology implementation projects, business process re-engineering, and organizational change initiatives
Technical Skills:
Proficient in business analysis tools and methodologies (e.g., process mapping, gap analysis, UML, BPMN)
Familiarity with Agile, Scrum, and Waterfall methodologies
Experience with project management and reporting tools (e.g., JIRA, MS Project, Confluence)
Working knowledge of data analytics and business intelligence tools is a plus
Regulatory & Industry Knowledge:
Solid understanding of Medicaid regulations, healthcare policies, and compliance requirements
Experience working with Medicaid systems and knowledge of CMS guidelines, HIPAA, and related regulatory frameworks
Soft Skills:
Excellent written and verbal communication skills, with the ability to articulate complex concepts to diverse audiences
Strong interpersonal skills with the ability to lead cross-functional teams and manage stakeholder expectations
Exceptional problem-solving skills, critical thinking, and the ability to work in a fast-paced, dynamic environment
Certifications (Preferred):
PMP, CBAP, Agile Certification, or other relevant project management/business analysis certifications
