Summary:
The Proposal Manager provides senior-level leadership for complex, high-value proposal efforts across multiple business areas and product lines. This role oversees the end-to-end proposal lifecycle, shapes capture strategy in partnership with Sales and Product Management, and drives the development of competitive, compliant, and compelling proposals. The Proposal Manager leads cross-functional teams—often including Program Management, Engineering, Product Management, Finance, Operations, and external partners—to ensure proposals align with customer requirements, corporate objectives, and long-term business strategy. This role mentors proposal staff, enhances proposal processes, and contributes to organizational growth by improving win probability and proposal effectiveness.

Responsibilities:
KEY RESPONSIBILITIES Oversee multiple major proposal efforts simultaneously, ensuring quality, compliance, and timely delivery for high-complexity or strategic opportunitiesPartner with Sales, Product Management, and Senior Leadership to guide bid/no-bid decisions, develop win themes, and shape solution positioningDirect cross-functional proposal teams, providing coaching, structure, and clarity on proposal requirements, compliance standards, and stakeholder responsibilitiesLead executive reviews and approval processes, presenting strategic rationale, risks, pricing considerations, and recommendations for proposal submissionEvaluate and improve proposal processes, incorporating lessons learned, best practices, and industry standards to raise organizational proposal maturityCommunicate complex technical and commercial strategies clearly and succinctly to senior stakeholders, customers, and internal decision-makersDevelop talent within the proposal function, mentoring staff, building capability, and guiding team performance to support organizational growth

Qualifications:
QUALIFICATIONS & EXPERIENCEBachelors Degree in Engineering, Business Administration, Business/CommerceMinimum five (5) years of experience in field. OR Masters Degree: Minimum three (3) years of experience.Proven experience in leading and generating multiple/in-parallel proposals to tier 1 Defense Companies.System level development experience in rugged applications.Experience in Military and Aerospace, electronics.Experience of Open architecture platforms including VPX and VME ADDITIONAL INFORMATIONThis position requires access to technology, materials, software or hardware that is controlled by either ITAR or EAR U.S. export laws. As a condition to this job offer, in order to be employed in this position, you must be able to obtain an U.S. Government export license(s), as required by law.Pay Range: $84,000 - $105,000 annually. Applicable pay within the posted range may vary based on factors including, but not limited to, geographical location, job function of the position, education, and experience of the successful candidate.
