Proposal Manager | 100% Remote
100% Remote.
Team: Team of 2 proposal managers and 1 team lead. They will also work independently with Capture managers, writers and subject matter experts to develop the proposal. The proposal manager will work with other Optum organizations to complete the proposal like, sales, capture, solutions, legal, pricing, etc.
Responsibilities:
Ā Coordinate, manage and lead proposal process for State Government opportunities.
Ā In this role the PM is focused on bringing together all stakeholders associated with the pursuit in order to submit a winning proposal package.
Ā The PM owns the proposal process, and works closely with Capture Managers, Sales Leaders, Product Subject Matter Experts, Writers.
Ā This role is also responsible for ensuring our RPF responses are timely, strategic, of high quality and meet the need of our current and future customers.
Ā Manage all aspects of the proposal process including schedule, outsourcing, meetings, draft reviews, quality, graphics, and production.
Ā Develop, organize, and manage proposal management process using MS Excel
Ā Collaborate with other internal organization to develop proposal content
Ā Ensure proposal compliance with RFP requirements
Ā Conduct reviews of the proposal; work with team members to review proposal content, provide feedback and guidance for changes
Ideal Background:
Ā Proposal management background.
Ā State agency and/or federal agency background with RFP support.
Ā Health care technology.
Required:
Ā 5+ years in State or federal proposal experience
Ā The abilities to manage and communicate at all levels, meet tight deadlines, commitment to teamwork, detailed follow-through, and a positive demeanor are essential keys to success in this role.
Preferred:
Ā Shipley experience
Ā APMP experience
Ā detail oriented
Ā ability to lead a proposal team
Ā Shipley/APMP certification is a plus.
