24 Months ContractThe Client is launching its first enterprise-level Grants Management Solution, a high-profile initiative that will standardize and modernize the way state agencies administer grants. Today, approximately 25+ agencies administer over 4,400 grants that are managed through disparate processes, tools, and technologies. This project will consolidate those efforts into a single unified software solution with an initial roll-out to 10 state agencies.This exciting initiative is in its early stages and offers a unique opportunity for a Project Manager to lead this enterprise technology initiative. The Project Manager will manage all aspects of the project from initiation to closure and lead a cross-functional team of agency stakeholders, business users, IT professionals, and vendor partners.The ideal candidate will have a strong background in public sector project delivery, enterprise systems implementation, and vendor management . This role requires exceptional stakeholder engagement, change management, and strategic coordination to ensure successful implementation and adoption of the new solution across state agencies.Key Responsibilities· Lead full life cycle project management for the grants management system implementation
· Lead the development of a governance plan and framework for managing enterprise-wide changes
· Lead the development of a repeatable implementation playbook for new agencies to onboard onto the grants enterprise level management system
· Define and manage project scope, objectives, and deliverables
· Develop and manage project plans, schedules, and timelines
· Provide regular reporting on project status, risks, and milestones to executive leadership
· Coordinate and manage stakeholder relationships and communication across state agencies
· Manage internal project team resources and external vendor teams, ensuring alignment with Statements of Work (SOW)
· Identify, manage, and mitigate risks and issues
· Drive change management and communication strategies to support user adoption
· Organize and facilitate meetings, ensuring effective collaboration and communicationRequired Experience· 10+ years of Project Management experience, managing large-scale, high-visibility technology projects
· Demonstrated success leading enterprise software implementations, managing diverse stakeholder groups and change management
· Proven experience with vendor management

Experience in the public sector or with government agencies highly preferred
Understanding of grants administration process highly preferred
Required Skills· Outstanding verbal and written communication with the ability to synthesize and present complex information clearly

Strong presentation and executive reporting skills
· Proven leadership, with experience managing and holding cross-functional teams accountable

Comfort in navigating a matrixed environment to drive progress and decision-making
· Strong initiative and problem-solving, finding innovative solutions to move projects forward
· Sound judgement in dealing effectively and diplomatically with all levels of government staff

Proficiency in various project management methodologies (Agile, Waterfall, etc.)
Expertise in Microsoft Office Suite, PPM tools (Monday.com, etc.), JIRA, and Confluence
Preferred Qualifications· Familiarity with public sector grants workflows, systems, or program administration
· PMP (Project Management Professional) certification
· Bachelor's or Master's degree in business or related field
