Overview:
This position conducts market research, purchases materials, supplies and services at the most favorable terms for the Government in accordance with Section H-1 Competition in Supplies, of the basic contract. Qualifies vendors, evaluates bids, and negotiates prices and terms for purchased goods and services.
Primary Responsibilities:
ā¢ Performs market research specific to Government request and provides the COR with a Market Research Report IAW requested timeframe
ā¢ Tracks purchases, monitors vendor quality, and maintains a current database of vendor information
ā¢ Assists in the preparation of monthly, quarterly, and annual financial statements for program.
ā¢ Reports current financial performance to guide decision making.
ā¢ Coordinates and manages the detailed technical costing methods and procedures of each activity of the project.
ā¢ Prepares, analyzes and/or reviews project costs for each activity of the project.
ā¢ Performs, analyzes and reviews detailed cost development.
ā¢ Records cost information for use in controlling expenditures and provides management with reports.
ā¢ Analyzes and develops audits of costs and prepares monthly reports for management.
ā¢ Allocates costs and prepares reports on labor, equipment and other operating expenses (i.e. performs detailed cost coding).
ā¢ Performs standard cost updates and month end close activities.
ā¢ Assists with the month end close of the financial books for the project and in the preparation of financial statements.
ā¢ Conducts audits in such areas as internal controls and procedures, time and labor charging, accounting for unallowable costs, disclosure, and material management accounting system.
Supervisory Responsibilities:
ā¢ May provide leadership, coaching, and/or mentoring to others.
Education and/or Experience:
ā¢ Bachelor's degree in accounting, Finance or Business or equivalent
ā¢ Must have a minimum of five years related experience and/or training in variance analysis, budget preparation/analysis, and solid cost accounting.
ā¢ Government contract accounting experience preferred.
Knowledge, Skills, and Abilities:
ā¢ Must have excellent analytical skills, high level of thoroughness, accuracy and attention to detail are essential for this position.
ā¢ Excellent written and verbal communications skills are required.
ā¢ Strong Excel and accounting software skills are required.
ā¢ Must be proficient with Microsoft Suite of products including, Word, Excel, Access and e-mail software.
ā¢ Must demonstrate a good attitude and ability to work as a member of a team.
ā¢ This position requires self-motivation and the ability to work effectively under minimal supervision.
ā¢ Must be able to multi-task efficiently, work in a fast paced environment on multiple projects.
