Planning Analyst, Senior

The Long Term Services and Supports area in Human Services and Public Health is seeking a Senior Planning Analyst. This position's primary focus is to conduct pre-licensure activity for the licensure of up to 626 potentially eligible customized living settings to convert to community residential settings licenses.

Location and hours:
This position is remote. Remote workers may be required to come on-site an average of 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours are Monday through Friday from 8 a.m. - 4:30 p.m. While this position is designated as remote, based on current requirements hires must reside in Minnesota or Wisconsin.

In this position, you will:
• Input, retrieve, interpret, and modify information and data from case managers or data stored in computerized systems including: SSIS, ECF, MnCHOICES and all Microsoft Office programs.
• Determine and confirm eligibility of the setting and the individuals for whom exceptions will be requested.
• Acquire all assurances and notify related parties of outcome and transmit results to licensing supervisor for assignment to a licensor.
• Complete and submit Moratorium Exception Requests to the Department of Human Services (DHS) Moratoroium Liaison and transmit results to relevant parties.
• Manage incoming requests electronically; explain a variety of requirements, policies, and procedures regarding services; resolve various customer concerns and issues.
• Initiate new background studies in NetStudy 2.0 for AFC settings with no 245D license.

Need to have:
• One of the following:
• Bachelor's degree in any field and a minimum of two courses in research methods, analysis, statistics, project management, planning or evaluation and 18 months or more of relevant planning analyst experience.
• Bachelor's degree in one of the fields listed below and one year or more of relevant planning analyst experience.
• Master's degree or higher in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning or a field appropriate to the area of specialization.

Nice to have:
• Experience:
• With project management within human services.
• Applying principles and practices of planning and program evaluation.
• Using applications for data analysis and reports such as Microsoft Access, Excel and/or similar.
• Ability to:
• Evaluate current and proposed programs and identify areas of potential improvement.
• Collaborate across all business lines to achieve project goals.
• Communicate effectively both verbally and in writing.
• Build and nurture collaborative relationships with a variety of customers/partners, both internal and external.
• Successfully manage multiple priorities and projects.
• Apply problem solving skills and make data driven recommendations for action.
