Job Description Summary
The primary responsibility of the Pharmacoeconomic Pharmacy Clinical Specialist is to direct and organize programs that identify, measure, and evaluate the cost and consequences of drug therapy to the health care system. The use of pharmacoeconomic analyses will be the primary tool to develop strategies including cost-minimization, cost-benefit, cost-effectiveness, cost-utility analyses, and drug-related adverse outcome avoidance. The goal of these analyses will compare various treatment options in terms of cost and patient outcomes. The Pharmacoeconomic Pharmacy Clinical Specialist will work collaboratively and integratively with the Pharmacy Integrated Center of Clinical Excellence (ICCE) and Population Health to optimize the use of medications in high-cost and high-volume care settings to include use, prescription, and dispensation in the inpatient, outpatient, infusion, and retail settings.
The ideal candidate will have experience evaluating medications in terms of their safety, efficacy, and cost effectiveness for inclusion on a formulary in both the hospital and outpatient settings, should understand 340b rules and regulations, and should be aware of changes to pharmacy pricing policies. S/he should be self-driven to identify medications for evaluation based on cost and utilization metrics, engaging key stakeholders in the evaluation of the various therapies, and proactive about creating operational workflows to support the use of the most preferred therapies.

Job Description

1. Design, identify, and use economic models and value propositions for the use of medications for inpatients, outpatients and infusion patients.

2. Generate cost-effectiveness, budget impact models, and other tools critical for advancing opportunities, achieving optimal contract positioning, pricing reimbursement, and insurance coverage as well as providing economic analysis with health care providers, insurers, patients and regulators.

3. Interpretation of pharmacoeconomic data for formulary, therapeutic decision making and therapeutic policy development. Position requires a basic understanding of the methods, assumptions and limitations of patient measures including quality of life (QOL) data.

4. Measurements of the effectiveness of different pharmaceutical agents and includes functions which involve assessment of the treated individual's quality of life.

5. Participates in the Pharmacy & Therapeutics Committee to provide economic analysis of all agents reviewed for the inpatient and infusion settings.

6. Analyzes claims, billing data, product literature and multiple internal and external data sources to identify or strengthen cost-effectiveness.

7. Obtain appropriate source data inputs to design health economics analyses and models.

8. Utilize data from a range of sources to generate economic value messages.

9. Prepare presentations to support various internal and external stakeholders.

10. Support the development of the health economic strategy of the organization.
