Part-Time Federal Proposal Recruiter (GovCon Experience Required)

We are a Washington, DC–based federal government contractor seeking a part-time recruiter to support resume-driven proposal submissions. This is not a corporate recruiting or executive search role. It is focused specifically on supporting RFP responses that require compliant, tailored resumes aligned to defined labor categories.

The recruiter will review labor category requirements within RFPs, identify and source qualified candidates, and ensure resumes align precisely with required education, certifications, and years of experience. The ability to tailor resumes to match federal contract language—without misrepresentation—is essential.

Responsibilities include:

• Reviewing RFP labor category requirements

• Sourcing candidates aligned to required qualifications

• Conducting screening interviews

• Confirming compensation expectations and availability

• Preparing contingent, award-dependent offer letters

• Collecting and refining resumes for proposal submission

• Maintaining a clear candidate tracker tied to each bid

• Providing regular updates during active proposal cycles

Primary sourcing focus will be the Washington, DC metro area, though national sourcing may be required depending on contract performance location.

Requirements:

• Prior experience recruiting for federal government contractors

• Direct experience supporting proposal submissions

• Strong understanding of labor categories and compliance-driven resume alignment

• Ability to work within strict proposal deadlines

• Clear and professional communication

• Comfort working with contingent offers tied to contract award

This is an ongoing, part-time role. Hours will increase during active bid periods and decrease during pipeline development periods.

Compensation Structure (Hybrid):

Hourly rate based on experience.

In addition, a modest success bonus will be paid for candidates submitted as part of a proposal that results in contract award and who are successfully onboarded.
