Position Description If you love high profile and challenging projects supporting the US Navy- Serco has a great opportunity for you! As a Senior Program Analyst, you will be supporting the Chief of Naval Operations (OPNAV) Air Warfare Division (N98) through all phases of naval aviation $45B resource management portfolio while shaping the future of Naval Aviation. Serco supports the US Navy as a prime for their OPNAV N98 Training and Manpower Support contract. Our team directly supports the OPNAV N98 staff with administrative, manpower, training, and financial/budget analytical subject matter experts. You will work closely with the customer, onsite, at the Pentagon as the N98 JCIDS process Subject Matter Expert to provide training and deliver quality resourcing analysis. In this role you will: • Support Joint Capabilities Integration and Development System (JCIDS) Section Head, Deputy Section Head and Requirements Officers by developing one-on-one and one-on-many procedural and best-practices training sessions for JCIDS, requirements documentation, Defense Acquisition, Program Management, DoDAF, and T&E expertise. • Use government provided information and direction to draft, edit, staff, and review requirements documentation including: Initial Capabilities Document (ICD), Information System (IS) ICD, Software (SW) ICD, Capabilities Development Document (CDD), IS-CDD, CDD Update, Abbreviated Acquisition Program (AAP) Requirements Memorandum, Middle-Tier of Acquisition (MTA) Requirements Documents, and inputs for Test and Evaluation Master Plans (TEMP).Serve as a SME to N98 personnel regarding Capability Requirements (CR), DODAF, JCIDS and Defense Acquisition documentation processes. • Assist in reviewing and analyzing resolution options to Navy and Joint requirements documentation comments. • Attend government meetings that can influence requirements generations or updates such as: Naval Aviation Requirements Group (NARG), Critical Design Reviews (CDR), and Program Reviews/ Meetings and provide requirements-based analysis to OPNAV (N98) staff. • Assist in drafting Study Plans and guidance for Capabilities Based Assessments (CBA) and Analysis of Alternatives (AoA). • Monitor CBAs and AoAs and provide requirements-based analysis to OPNAV (N98) staff. Qualifications To be successful in this role, you will have: • An active Top Secret clearance. • A Bachelor’s degree in Engineering, Science, or similar. • 8+ years of Navy experience. Additional desired experience and skills: • Two years of DOD Program Office acquisition experience. • Two years of OPNAV staff experience. Meet Your Recruiter!
