Title: MIHP Contract Specialist
$66,539.20 - $99,320 / Posted thru: 4/1/2026

Location: Virtual/Remote – Must live and work in the state of Michigan

Purpose: The Specialist will perform a variety of technical activities and assignments for professional and management staff in support of ongoing Electronic Grants Administration & Management System (EGrAMS) grant monitoring activities for the Maternal Infant Health Program (MIHP). The Specialist may perform and oversee a variety of contract and grant activities in which the reviewing and processing of documents and recording, retrieving, analysis and distribution of data or information are an essential and/or substantial part of the work.

Duties and Responsibilities:

Compile, review, and monitor programmatic and contractual data and documentation for the completion of MI EGrAMS projects (i.e., budgets and financial status reports), as well as procurement contracts and amendment requests.
Compile, review, and monitor program subrecipient reviews.
Responsible for interfacing with and updating systems and tracking processes related to contracts and grants.
Correlate data and develop, maintain, and analyze Excel spreadsheets and other database systems and projects.
Serve as a resource for the MIHP agency staff in contract development, mandatory program and financial reports submissions and ensuring compliance with applicable state and federal requirements.
Work with various MIHP and division program team members to perform data processing, create monitoring reports, coordinate contract monitoring activities, and conduct other miscellaneous tasks.
Communicate with internal MDHHS team and external MIHP agency staff in relation to contract requirements and subrecipient monitoring.
May perform on-site visits to agencies, as part of conducting fiscal reviews.
Represent the MIHP and the department at external work groups and meetings.
Attend or complete any required department or division meetings and training courses.
Always represent the best interests of MPHI and MDHHS.
All other duties as assigned.


Qualifications/Requirements:

Education: Possession of a bachelor’s degree in any major.

Experience: Four years of experience with contract monitoring (application, compliance and fiduciary responsibilities), working with Excel spreadsheets, and overseeing grant subrecipients.

MI EGrAMS (Electronic Grants Administration and Management System) experience is a plus.
SIGMA (Statewide Integrated Governmental Management Application) experience is a plus.

Excellent oral and written communication skills, including facilitating group conversations.
Ability to process large volumes of information quickly and apply knowledge in the development of strategy implementation plans, effective policy, and programmatic improvements.
Ability to assess problems, determine solutions and make decisions within a timely manner.
Ability to effectively develop relationships and partner with a diverse group of partners.
Ability to handle multiple tasks and manage competing priorities with a high degree of organization and discipline.
Assertiveness, inquisitiveness, and self-direction.
Proficient in maintaining records, preparing reports and correspondence related to the work.
Proficiency using and navigating technology including Microsoft applications, health databases, and/or electronic management systems.
Possess a valid driver’s license.


Work Environment and Physical Requirements: Remote working (subject to change to in-office working) with occasional in-person meetings and engagements.
