Clean Air Task Force (CATF) is a nonprofit organization working to safeguard against the worst impacts of climate change by catalyzing the rapid global development and deployment of low-carbon energy and other climate-protecting technologies. This is accomplished through research and analysis, public advocacy leadership, and partnership with the private sector. CATF is highly respected for its deep expertise and research on energy and industrial systems and potential strategies, technologies, and policies that can radically shrink their impact on the planet’s atmosphere. Our team of experts and advocates (and global network of subject matter experts and civil society partners) put this research and knowledge into action by designing and enacting public policies that drive toward zero-emissions. We also support policies and work directly with private industry to innovate in technology to make the path to zero emissions swift and affordable. CATF has offices in Boston, Washington D.C., and Brussels, with staff working virtually around the world.
With staff on four continents and operations on six, the Methane Pollution Prevention (MPP) team is leading the global effort to bend the curve on climate change in our lifetimes by combating the harmful effects of methane pollution, a potent greenhouse gas that is responsible for nearly half of the warming we are experiencing today. Our program includes extensive work in all the major methane sectors: energy, waste, and agriculture. As part of our ongoing efforts, we are seeking a highly motivated manager with strong technical and analytical skills to join our global methane team.
ROLE
The role of the Manager, Coal Mine Methane (CMM Manager) is to lead engagements with government entities and other key stakeholders, such as allied NGO, industry, and academia, in the development of coal mine methane (CMM) mitigation plans and policies that promote emissions reductions in the coal sector, globally. The CMM Manager will conduct technical analysis, plan and execute capacity strengthen workshops and outreach campaigns, and cultivate opportunities for CMM abatement in priority countries, in partnership with the Director of Coal Mine Methane and others within CATF’S Methane Pollution Prevention (MPP) team.
Key Functions and Responsibilities:
Policy Analysis, Assessment, and Development
Possess and gain deeper familiarity with technical, economic, market, and policy issues related to CMM and its mitigationCollaborate with MPP technical staff, consultants, and other key stakeholders to develop new or updated CMM Measurement, Reporting, and Verification (MRV) protocols and coal sector policies Identify opportunities, priorities, and methodologies to answer policy-relevant, CMM-related questions through research and analysis based on stakeholder needs Draft and present regulatory comments to stakeholders as part of the policy assessment process, and support regulators in the implementation of mitigation policiesAssess the policy and political efficacy of existing or new policy proposals developed externally to CATF
Advocacy and Capacity Strengthening

Develop and execute strategies on education and outreach on the importance of CMM emissions reductions, relevant policy concepts and advocacy to achieve policy outcomes
Manage and execute capacity building activities such as webinars, trainings, roundtables and workshops on CMM for relevant stakeholders (both internally and externally), including regulators, private sector actors, and civil society organizations

Technical Analysis, Writing, and Communication

Directly undertake, support and analyze work related to CMM policies and their implementation requirements, and communicate results of analyses to key stakeholders
Effectively communicate CMM science and technology developments to key decisionmakers, including via blog posts, technical and/or policy reports, white papers, and fact sheets
Synthesize technical documents, datasets, and discussions into various forms of communications, including presentations, briefs, and talking points.
Manage direct communications and relationships with public officials, as well as leveraging networks of relevant stakeholders from civil society/NGOs, private sector, academia, and other experts
Write and contribute to blog posts, technical and/or policy reports, white papers, fact sheets, and other forms of content

Stakeholder Engagement and Partnerships

Build strong partnerships and engagements with governments in key countries to support CMM mitigation policies and MRV systems
Collaborate with other international coalitions and civil society organizations to support CMM mitigation efforts in key countries (e.g. UNECE, CCAC, UNEP IMEO, etc.)
Represent CATF in public forums such as meetings, conferences, workshops and webinars

Operational Support

Work closely with the Director, Coal Mine Methane to support MPP’s regional methane strategies and program development, and advise on new approaches that sustain project and program delivery
Support budget and consultant management to deliver projects and strategic initiatives in coordination with the Program Management team
Manage external coal consultants and deliverables
Coordinate and collaborate CMM initiatives with the broader MPP team, including vis-a-vis shared stakeholders, joint projects, and strategic alignment
Respond and adapt to new internal CATF policies and procedures

Skills and Qualifications
Education/Experience

BSc/BA is required; MSc/MA or other advanced degree is preferred
6+ years of relevant professional work experience in/with the coal industry
6+ years of experience in coal mine methane, greenhouse gas, energy or environmental research, including data analysis, policy advocacy, development, and/or implementation
Knowledge of international energy and climate policies, with expertise in a specific region or country
Experience working with or engaging international institutions
CMM knowledge and technical expertise, including in economics, markets, policy, and technology
Knowledge of energy and climate policies and their application to the coal sector

Preferred Expertise

Experience in the development of CMM emissions estimations, MRV protocols and policies
Experience working in or with NGO coalitions, government, or supporting partnerships
Successful environmental advocacy experience
Experience in successfully executing grant-funded projects, including from inter-governmental organizations and private foundations
Proficiency in a language other than English that will support our international advocacy efforts, such as Spanish or Russian (C2 level; per the CEFR international standard)
Successful international and environmental advocacy experience

This position requires the ability to travel domestically and internationally several times per year, depending on project needs.
COMPENSATION AND LOCATION
This is a full-time, remote position, with location flexible within the United States or Europe. Candidates must be authorized to work in their country of residence.
For U.S.-based candidates, CATF offers an excellent benefits package (details available on our careers page) and an annual salary range of $96,575 - $120,000, depending on skills and experience. Candidates must be legally authorized to work in their country of residence at the time of hire. CATF is unable to sponsor work authorization for this role.
For candidates outside the U.S., compensation will be determined based on local market benchmarks and cost-of-living considerations in their respective countries. We benchmark international salaries using reputable market data and align compensation with local cost-of-living and legal standards.
This position is grant funded and will be on a two-year contract[FR1] , eligible for renewal based on future grant funding.
