Job Summary
As a Learning and Organisational Development Business Partner, you'll work closely with our HR and OD team to develop and implement strategies that enhance the capability of our workforce. You'll lead the development of a corporate Learning and Organisational Development (L&OD) strategy, translate it into annual L&OD plans, and drive organisational transformation through workforce development, culture improvement, and change management.
Key Responsibilities
Develop and implement a corporate L&OD strategy that aligns with the council's transformation plan and business objectives
Translate the L&OD strategy into annual plans for each directorate, ensuring alignment with business needs and priorities
Collaborate with internal and external stakeholders to drive organisational transformation through workforce development, culture improvement, and change management
Provide expert advice and guidance on L&OD matters to senior leaders, managers, and employees
Design and deliver learning and development programs that enhance workforce capability and address business needs
Evaluate the effectiveness of L&OD initiatives and provide insights to inform future strategies
Build and maintain relationships with key stakeholders, including employees, managers, and external partners
Essential Qualifications and Experience
Degree in a relevant field (e.g., organisational development, human resources, education, or business)
Minimum 5 years of experience in a Learning and Organisational Development role, preferably in a local authority or similar setting
Proven track record of developing and implementing L&OD strategies that drive organisational change and improvement
Excellent communication and interpersonal skills, with the ability to build relationships with stakeholders at all levels
Strong analytical and problem-solving skills, with the ability to evaluate complex data and provide insights
Preferred Qualifications and Experience
Postgraduate degree in a relevant field (e.g., organisational development, human resources, education, or business)
Professional certification in Learning and Organisational Development (e.g., CIPD, CMI)
Experience of working in a local authority or similar setting, with a deep understanding of the challenges and opportunities facing local government
Experience of using data analytics to inform L&OD strategies and evaluate their effectiveness

Excellent communication and interpersonal skills, with the ability to build relationships with stakeholders at all levels
