Job Overview

We are looking for a Lead Enterprise Analyst to drive requirements gathering, business process analysis, and cross-functional collaboration for a large, complex program within our client's organization. The selected candidate will lead the project Concept phase, mentor other analysts, and bring an enterprise perspective to ensure business requirements are complete, traceable, and aligned with organizational goals. A strong background in health insurance operations, iterative development lifecycles, and structured analysis methods is required.

Responsibilities
• Lead the project Concept phase to document the product's vision, project scope, and high-level requirements.
• Identify project stakeholders and user classes. Document user class characteristics and establish roles and responsibilities for stakeholder representatives.
• Lead and participate in requirements elicitation using interviews, workshops, document analysis, use cases, scenarios, business process descriptions, and workflow analysis.
• Write requirements specifications that are complete, consistent, concise, traceable, feasible, unambiguous, and verifiable per standard templates.
• Decompose high-level business and user requirements into functional requirements and quality attributes at an appropriate level of detail.
• Lead requirements analysis, verification, peer reviews, and inspections of requirements documents and derived work products.
• Manage requirements traceability, status tracking, and change control throughout the project lifecycle.
• Facilitate communication across the project team, PMO, and business stakeholders. Ensure alignment of expectations and timely escalation of changes, risks, and issues.
• Coach and mentor Business Subject Matter Experts and Business Analysts on requirements methodology, deliverables, and testing strategy. Lead from the back by fostering a collaborative environment and empowering team members to contribute their expertise.
• Contribute to team effectiveness by improving methodology, tools, and processes. Document internal processes to improve repeatability.

Qualifications
• Bachelor's degree in Computer Science, Business, or equivalent experience, plus at least 7 years of progressively responsible experience in business analysis within healthcare, insurance, or financial services.
• Proven experience with enterprise business process modeling, structured analysis and design methodologies, and requirements management tools.
• End-to-end knowledge of business and IT operating models within health insurance or similar domain.
• Experience leading requirements gathering for large, complex programs, including facilitation of senior-level stakeholder groups.
• Demonstrated ability to coach and mentor analysts and business SMEs on requirements methodology and testing strategy.
• Strong analytical, written, and verbal communication skills, including facilitation and presentation abilities.
• Familiarity with iterative solutions development lifecycles and project management practices within PMO guidelines.
• Experience with data management techniques, testing tools and solutions, and business intelligence/reporting.
• Ability to work in a complex environment, collaborating across divisions and facilitating discussions between senior management, project management, and business teams.
• Previous experience in a professional services environment is a plus.

Important Notes
• Client and project requirements may include availability on weekends, holidays, or past 6:00 PM Pacific Time, as well as overtime when needed.
• Remote connectivity requirement: Our client supports Cable/DSL/Fiber internet connections only. Satellite and mobile WiFi are not supported. Candidates should be prepared to connect their work computer directly to their router or modem if needed.
