HR Staffing Specialist - DE Certified (100% Remote)
Parker Tide is a veteran-owned, small business in DC. We serve as a value-added partner to the government. We are seeking a Senior HR Staffing Specialist to work with one of our clients.
Title: Senior HR Staffing Specialist.
Location: 100% Remote.
Certifications: Current DE Certificate Required.
Period of Performance: One year and three option years.
Investigation: Public Trust.
Education: Master's Degree.
Experience: 10 Years of Related Experience.
Salary: $100,000 - $120,000.
Description
ā¢ Examine, select, and place staff, perform job analyses, advise management on identifying, attracting, and retaining a high-quality and diverse workforce capable of accomplishing the organization's mission.
ā¢ Interpret federal/agency policies/procedures, collective bargaining agreements, and guidelines.
ā¢ Tasks involve the application of merit promotion principles consistent with all applicable laws, federal regulations, Executive Orders, Departmental, and Component guidance.
ā¢ Review position applications to determine basic qualifications, adjudicate veterans' preference, and prepare selection certificates for issue.
ā¢ Apply pay setting calculations for use by extending job offers.
ā¢ Perform law enforcement pay setting to include accurate conversion of general pay and special pay schedules to the law enforcement pay schedule.
ā¢ Develop and review SOPs and job aids for existing, new, or emerging staffing programs.
ā¢ Develop and build specialized ad-hoc applicant metrics, reports, and associated spreadsheets.
ā¢ Validate applicant selections.
ā¢ Interpret and apply laws, rules, and regulations to include EOs Title 38, DEU regulations, 5 Code of CFR, the Vet Guide, and other regulatory guidance to federal hiring actions.
ā¢ Respond to applicant and internal customer concerns and inquiries.
ā¢ Review applicant status determinations when challenged by candidates and managers.
ā¢ Monitor, revise, and maintain reports and files.
ā¢ Develop staffing process checklists and maintain tracking spreadsheets.
ā¢ Coordinate and serve as a liaison with customers as required.
ā¢ Perform data entry into position management and other related systems as required.
ā¢ Prepare, issue, and track tentative selection notices.
ā¢ Coordinate job offers, release requests, EOD dates, and training classes for applicants.
ā¢ Coordinate issuance and return of security paperwork for applicants including e-QIP initiations and conduct regular status checks with the Personnel Security Division (PSD).
ā¢ Familiarity with USA Staffing.
ā¢ Assist with audit of staffing and recruitment case files.
ā¢ Perform QA for the oral interview process and enter results into appropriate databases.
ā¢ Advise and assist hiring managers in performing job analyses to fill existing or new positions: draft vacancy announcements, develop interview questions, score benchmarks based on job analysis results, and guidance on forming interview panels.
ā¢ Participate and/or contribute as an active member of a team for human capital initiatives.
ā¢ Provide support for HR Specialists who perform staffing duties for an assigned block of services.
ā¢ Instruct candidates on the proper way to complete and submit employment applications and review for complete and accurate information.
ā¢ Explain basic merit promotion procedures to employees.
ā¢ Maintain merit promotion folders to keep accurate logs.
ā¢ Initiate the pre-employment process to include security, medical, drug and/or fitness tests as required for the position.
ā¢ Download and transmit SF75 information to other Federal agencies as required.
