Job Overview and Responsibilities As a Proposal Manager at Workwarp, you will play a pivotal role in coordinating, managing, and leading the proposal process for state government opportunities. Your primary focus will be on bringing together all stakeholders associated with the pursuit to submit a winning proposal package. You will work closely with Capture Managers, Sales Leaders, Product Subject Matter Experts, and Writers to ensure that our proposals are timely, strategic, of high quality, and meet the needs of our current and future customers. Coordinate, manage, and lead the proposal process for state government opportunities, ensuring compliance with RFP requirements and timely submission of high-quality proposals. Develop, organize, and manage the proposal management process using MS Excel, and collaborate with other internal organizations to develop proposal content. Conduct reviews of the proposal, work with team members to review proposal content, provide feedback and guidance for changes, and ensure that all aspects of the proposal process are managed effectively, including schedule, outsourcing, meetings, draft reviews, quality, graphics, and production. Collaborate with Capture Managers, writers, and subject matter experts to develop the proposal, and work independently with other Optum organizations, such as sales, capture, solutions, legal, pricing, etc., to complete the proposal. Ideal Candidate Background and Qualifications To be successful in this role, you should have a strong background in proposal management, preferably with experience in state agency and/or federal agency background with RFP support, and a familiarity with healthcare technology. The ideal candidate will possess excellent communication and project management skills, with the ability to manage and communicate at all levels, meet tight deadlines, and demonstrate a commitment to teamwork and detailed follow-through. The following qualifications are required: 5+ years of experience in state or federal proposal management. Ability to manage and communicate at all levels, meet tight deadlines, commitment to teamwork, detailed follow-through, and a positive demeanor. Preferred qualifications include: Shipley experience. APMP experience. Detail-oriented with the ability to lead a proposal team. Shipley/APMP certification is a plus. Skills and Competencies To excel in this role, you should possess strong proposal management skills, with the ability to develop, organize, and manage the proposal management process. You should be proficient in MS Excel and have excellent communication, project management, and leadership skills. The ability to work independently and collaboratively as part of a team, with a strong attention to detail and a commitment to delivering high-quality results, is essential.
