Experienced Mid-Level Architectural Historian for FEMA Program – Historic Preservation and Environmental Compliance Specialist

Introduction to Chronicle Heritage and the Role Chronicle Heritage is a leading provider of historic preservation and environmental compliance services, and we are currently seeking an experienced Mid-Level Architectural Historian to join our team of experts in supporting the Federal Emergency Management Agency (FEMA) program. As an Architectural Historian, you will play a critical role in assisting FEMA with the identification of historic properties and the evaluation of the effects of FEMA projects on these properties. Key Responsibilities In this mid-level position, you will be responsible for providing technical expertise to support the FEMA program, including: Preparing historic reviews and documentation in accordance with the criteria outlined in 36 CFR Part 800 – Protection of Historic Properties, Section 106 Review Process Conducting Section 106 reviews and field studies as necessary Implementing compliance with applicable federal environmental laws, including the National Environmental Policy Act (NEPA), the Endangered Species Act (ESA), the National Historic Preservation Act (NHPA), and Executive Orders 11988, 11990, and 12898 Scoping environmental and historic issues, reviewing grant applications for compliance, and providing technical assistance to those involved with grant implementation Ensuring that all recovery activities receive the appropriate level of environmental review as required by NEPA, NHPA, and associated statutes, regulations, and Executive Orders Providing expert technical assistance, performing data gathering, analysis, and inter-agency coordination, and preparing environmental and historic preservation compliance documents Identifying, planning, coordinating, monitoring, and completing project EHP compliance reviews of FEMA-funded projects under NEPA and other applicable EHP laws and regulations Coordinating and completing work with FEMA EHP and project staff, program managers, EHP Team Leads, Applicants, state agencies, and other Federal agencies and contractors Providing EHP technical assistance for the State and Applicants for project EHP reviews, planning, design, regulatory consultations, and compliance Essential Qualifications To be successful in this role, you will need to possess the following essential qualifications: A Master's degree in Architectural History, Historic Preservation, or a related field At least 3-5 years of experience in historic preservation and environmental compliance, with a focus on Section 106 review and NEPA compliance Strong knowledge of federal environmental laws and regulations, including NEPA, NHPA, and ESA Experience with historic property identification, evaluation, and documentation Excellent written and verbal communication skills, with the ability to prepare clear and concise reports and documents Strong analytical and problem-solving skills, with the ability to work independently and as part of a team Ability to travel and work in a fast-paced environment, with potential for temporary deployments of 30 or more days Preferred Qualifications In addition to the essential qualifications, the following preferred qualifications will be considered an asset: Experience working with FEMA or other federal agencies on historic preservation and environmental compliance projects Knowledge of FEMA's Environmental and Historic Preservation (EHP) program and policies Experience with project management, including scoping, scheduling, and budgeting Strong interpersonal and communication skills, with the ability to work effectively with stakeholders, including federal agencies, state agencies, and contractors Ability to work in a remote or hybrid environment, with occasional travel to project sites and meetings Skills and Competencies To succeed in this role, you will need to possess the following skills and competencies: Strong technical knowledge of historic preservation and environmental compliance principles and practices Excellent analytical and problem-solving skills, with the ability to interpret complex data and regulations Strong communication and interpersonal skills, with the ability to work effectively with stakeholders and team members Ability to work independently and as part of a team, with a strong sense of initiative and self-motivation Strong organizational and time management skills, with the ability to prioritize tasks and meet deadlines Ability to adapt to changing priorities and deadlines, with a strong sense of flexibility and resilience Career Growth Opportunities and Learning Benefits At Chronicle Heritage, we are committed to the growth and development of our employees.
