Equal Opportunity Manager Job Location: Address: Human Resources 206 S 17th Ave Phoenix, AZ 85007 Posting Details: Salary: $80,195.97 - $90,195.97 Anticipated Salary: $85,195.97 Grade: 23 Closing Date: 04/22/2026 Job Summary: This position is responsible for implementing and managing the agency's Equal Opportunity programs. These programs are mandated under federal and state laws and this position provides guidance and training on program requirements to ensure compliance. This position also oversees the investigative process and conducts fact-finding regarding complaints of discrimination for the agency. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Job Duties: Oversight and monitoring of the agency's compliance with 23 CFR Part 230 Subpart C, Appendix A, Part II and compliance with federal and state nondiscrimination regulations, rules, and policies. Review and/or write fact-finding investigation reports and provide technical assistance to internal stakeholders regarding equal opportunity. Conducts assessments for employee complaints, prepare reports, documents and resolve employee & management concerns.Maintains statistics, logs and general record keeping. Developing and conducting virtual and in-person training of internal Equal Opportunity programs. Attend and represent the Equal Opportunity program at leadership meetings, presentations, and training events. Knowledge, Skills & Abilities (KSAs): Knowledge of: - Federal regulation relating to Title VI, Title VII, ADA - Federal Highway Administration (FHWA) - Employment practices compliance - Principles and techniques of investigation and audit/reviews - Labor and public equity compliance - Organizational principles and procedures development Skill in: - Organization - Supervision - Planning and organizing - Data collection and analysis - Facilitations of meetings/groups - Interviewing and investigating - Problem solving - Developing policies, procedures, templates, training and presentations - Oral, written and interpersonal communication - Computer technology and databases - Team building - Google Workspace Ability to: - Read, comprehend, and apply federal and state statutes and regulations, policies, and procedures - Write clear and concise reports, letters, memos, findings, and any other related documents and written communications - Communicate effectively in meetings, facilitate working groups, and work well with internal and external stakeholder groups - Effectively manage and supervise staff for results - Meet deadlines and manage multiple priorities Selective Preference(s): Experience in equal employment opportunity, compliance, equal opportunity state and federal laws. Strong report writing and strategic thinking experience. Bachelor's Degree in Public Administration or related field is preferred. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11). All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
