Anticipated hiring range is between $113,120 - $133,092 depending on qualifications

The Environmental Project Manager II is part of the Permitting and Habitat Development Team, responsible for ensuring the Port's/Alliance's development projects and certain operations obtain all necessary permits and are following environmental laws and regulations. A deep understanding of local, state, and federal permitting and associated efforts necessary to conduct port operations in Puget Sound and the redevelopment of industrial properties is essential.
• Manages environmental review (SEPA, NEPA) and local, state, and federal environmental permitting process for complex in-water and upland development and re-development projects
• Leads wetland and stream/fish mitigation studies and related efforts for permit compliance
• Develops and implements the wetland mitigation and/or endangered species act conservation bank(s)
• Leads staff level cultural resources and tribal relations coordination
• Performs project management and coordination as assigned
• Collaborates with Port engineers, design consultants, and other Port departments and executive leadership
• Executes contracts, develops scopes of work and task orders and generally oversees the work of consultants
• Provides general permit compliance support for Port and NWSA projects
Bachelor's degree with emphasis in environmental studies, environmental planning, resource management, geology, hydrogeology, air quality, public administration, or environmental engineering is required. An appropriate master’s degree may be substituted for up to two (2) years' work experience.

A minimum of five (5) years progressively responsible experience in positions requiring analytical ability, program, and policy implementation, working under environmental laws and programs and with environmental regulatory personnel, applying environmental science; public speaking, written communication, coordination, negotiation, and conflict resolution is required.

Project and contract management experience with professional consultants is very desirable and will be a position duty. Must have or be capable of obtaining OSHA 40-hour certificate and subsequent 8-hour refresher courses.Technical and regulatory working knowledge of four (4) or more of the following is required: project management; port or land development and permitting; hazardous/solid waste management; "Superfund"/MTCA/RCRA/TSCA site investigation and cleanup; environmental engineering; surface and ground water quality; air quality management, climate protection, environmental sustainability, public or legislative involvement; contract management; environmental audits; or other environmental regulatory programs affecting ports.

Incumbent must maintain regulatory and technical knowledge to complete project assignments and remain current with changing regulations and technical advancements.

Ability to work closely with Port groups and departments, including Operations, Maintenance, Engineering, etc. to identify and resolve environmental issues that could adversely affect the Port.

Ability to establish and maintain good working relationships with federal, state, and local regulatory agencies, Indian Tribes, industry groups and other stakeholders.
