Technical & Professional Skills & Knowledge:

Has in-depth analytical and technical expertise to act as duty subject expert in a technical or programmatic area. Has demonstrated sound judgement based on extensive experience. Has extensive awareness of social, economic and environmental contexts of energy technology of Deployment issues.

Creativity in Project & Program Development:

Has demonstrated ability to develop and manage major complex projects. Is the creative force behind at least one whole technical or Deployment area within a program. Has demonstrated capability to build/maintain a new multi-project program in at least one program element involving several interrelated projects to meet a technical or program goal. Has demonstrated ability to obtain co-funding or leverage private resources for projects with little or no assistance from the supervisor. Proposes new program directions and technical strategies.

Organization Skills & Productivity:

Has consistently demonstrated the ability to put required level of program in place. Is Authority resource capable of leading difficult technical and project management work groups and assignments. Prioritizes, manages and self-initiates multiple assignments while consistently taking charge of work groups.

Skills:
• Past experience with the New York State commercial and/or multifamily market
• Past experience with energy efficiency program development and execution
• Past experience with people management
• Project management skills and the ability to successfully multi-task, set priorities and meet deadlines in a fast-paced environment.
• Manage scope, schedule and budget of project agreements and other program support agreements.
• Support strategic market engagement and partnership development.
• Facilitate and execute continuous improvement of program rules, and business processes.
• Excellent external and customer communications (written and verbal) skills.
• Must be a self-starter and function well independently and in teams.
• Must be a high-level Microsoft Excel user, and be able to perform Pivot tables, advanced formulas, and advanced data analysis of complex data sets.

Tasks:

Day to day work will include, but not be limited to:
• Development and execution of program solicitations and offerings
• Management and/or mentorship of Efficiency Planning & Engineering staff- Managing projects from initiation to completion; including scope, schedule and budgets
• Manage and develop relationships & increase coordination with key stakeholders
• Manage contractors and program support agreements.
• Resolve issues which may arise regarding assigned projects with applicants or consultants.
• Support the development and refinement of PONs and RFPs.
• Make recommendations for improvements to client's strategies and business processes.
• Support program reporting.
• Other duties as assigned to support the key outcomes of the Efficiency Planning & Engineering Team
