DWM Management Analyst I (IT/OT Inventory)
The City of Atlanta Department of Watershed Management is seeking a DWM Management Analyst I to perform analytical and data management work related to department operations. The role involves overseeing federally funded contracts, conducting analyses of operational processes, and coordinating project management activities to ensure compliance and effective execution.ResponsibilitiesPerforms specialized analyses of department operations, processes, productivity, and effectivenessMaintains ongoing reporting and analysis systems to provide continuing indicators of department performance and trend analysesDevelops specialized reports of department or external trends, developments, issues, etc. for use in strategic planning, goal setting, budget development, etcParticipates as a member of department and cross-organization teams to improve processes and productivityPlans and carries out special research or analysis projects as neededPrepares reports and presentations of findings and recommendationsPresents to senior department leadership, the Mayor's staff, and/or to CouncilDetermines priorities, work methods, and work timeline in assignmentsUses judgment and discretion in developing recommendationsManages a variety of federally funded contracts, including but not limited to HOME, HOME-ARP, CDBG, CDBG-CARES Act, ESG, ESG-CARES Act, HOPWA, and HOPWA-CARES Act, ensuring compliance with grant program policies and proceduresUnderwrites federal subsidies, providing risk analysis, project management, and oversight for contracts in compliance with federal regulationsParticipates in monitoring sub-recipients, both desk, onsite, or virtually, to ensure program complianceWorks with Financial Analysts to track and manage projects, including program income receivedCompletes assigned HUD training and participates in quarterly sub-recipient training, providing technical assistance as neededCoordinates project management activities, meetings, resources, and information for the PMO teamLiaises with Project Managers, internal customers, and directors to define project requirements, scope, objectives, and risksActs as a point of contact for project status communication and maintains comprehensive project documentationSupports internal programs and special events, providing administrative and logistical supportMaintains and updates office documentation, including training rosters, organizational charts, and leave of absence recordsCoordinates and partners with HR for office vacancies, onboarding new hires, and personnel transactionsOversees training and learning management systems, ensuring training needs are met for office personnelMaintains office performance evaluations and provides suggestions for position modifications as neededManages Hansen system tasks, including opening, closing, transferring, and creating work ordersConducts Oracle reporting on balances and expenditures and handles invoicing with contractors or vendorsAssists in the NOFA/evaluation process by reviewing grant applications and providing detailed feedbackReviews projects for environmental review requirements and assists with sub-recipients' performance and evaluation reportsMay perform other duties as assignedSkillsBachelor's degree in related fieldOne (1) year related work experienceBA CertificationBRMP CertificationCBRM CertificationKnowledge of organizational, financial, and operational analysisSkill in communicating effectively both orally and in writing with department personnel, outside officials, professionals, and the general publicAbility to prepare and deliver logical summaries and conclusions related to organizational planning, budgeting, and other adviceMaster's degree in Management, Business, or Public Administration or a related fieldOne (1) to three (3) years of progressively responsible professional supervisory, analytical, or consulting experienceCompany OverviewProvides drinking water, wastewater, and stormwater services to more than 1 million people over a 650-square-mile area.
