TERMS OF REFERENCE The purpose of this assignment is to design, develop, and deploy a comprehensive, web-based Information Management System (IMS) for school registration, including satellite school tracking, EMIS integration, and capacity building for MoPSE staff. If you would like to know more about this consultancy, please review the complete Terms of Reference here: TMC0001682 External ToR.pdf Requirements: Education: Bachelor's degree in information technology, Computer Science Master’s degree preferred (Information Systems, ICT, Software Engineering) Work Experience: At least 5 years’ experience working in Software Development Experience integrating government systems (EMIS/DHIS2/GovTech) Cybersecurity, RBAC, offline-first systems experience Experience with UNICEF/UN agencies or Government projects Familiarity with Government of Zimbabwe procedures, and specifically Ministry of Primary and Secondary Education policies, systems and procedures. Advanced knowledge in vb.net software development, MySQL and SQL database engines. Advanced knowledge in database implementation, configuration, and troubleshooting of database instances. Familiarity with standard ICT industry best practices, with emphasis on Change control and contemporary system security methodologies. General knowledge of Education Management Information Systems Demonstrated project management experience of varying scope Previous experience with NGO and Government related projects / track record is a plus Skills : Strong skills in SQL/MySQL/PostgreSQL and web frameworks Commitment to accuracy Must demonstrate excellent writing skills with specific experience on developing content for the user training manuals Language Requirements: Fluency in English (written and verbal) is required; knowledge of another UN language (e.g., Spanish, French, Arabic) is an asset.
