Deputy Portfolio Manager

TGTG is seeking a Deputy Portfolio Manager to support digital transformation within the Department of Veterans Affairs (VA) Financial Services Center. Within the FSC, the Financial Services Center (FSC) is responsible for all Information Technology including requirements analysis and sizing, backlog management, scrum team governance, incremental/sprint planning, business value, dependency management, risk and impact analysis, scheduling, budget vs actual labor reporting, configuration management, testing, infrastructure operations, application modernization, cyber security, process improvement, and Agile Release Train orchestration.This candidate will assist the Portfolio Manager in executing the primary responsibilities as well as acting as the Portfolio Manager when the Portfolio Manager is unavailable. The Deputy Portfolio Manager will work with the Portfolio Manager on Program start up and ongoing strategies in consultation with various internal and external stakeholders. FCS?s IT products address a broad array of VA?s enterprise requirements including timekeeping and payroll; accounting; financial reporting and auditing; healthcare claims processing; accounts payable and payment processing; employee travel and charge card; employee relocation; financial data analytics; and financial integration.This role can be performed in Austin, TX or fully remote. Primary Responsibilities • Provide guidance and consul to the Portfolio Manager to achieve goals for VA FSC and PSI as primary focus listed below • Proactively monitor the performance of SLs and Products and provide expert SME input to PMO and FSC leadership that will improve the overall Portfolio Management maturity of the PMO • Manage team assignments for SL resources • Works with Portfolio Manager for quality assurance over the SL Program and Product deliverables • Works with Portfolio Manager to update, maintain, and improve SL and the Product related process documents in the Product Management Playbook and other FSC documents • Works with Portfolio Manager to continuously seek to create partnerships and build relationships between technology and business operations at FSC, the VA enterprise level, and across federal government • Works with Portfolio Manager to regularly update, maintain, and improve FSC Portfolio Scrum Team Roster • Works with Portfolio Manager to establish and maintain technical and financial reports to show progress of projects to management and customers • Works with Portfolio Manager to oversee support that enables full integration of program oversight support to each business and product line • Works with Portfolio Manager to inform Government decision making and shall work with agility, maintain appropriate communication, and work to continuously refine their approach in response to lessons learned or retrospective ceremonies • Support program representatives and present recommendations to leadership for decisions • Works with Portfolio Manager to support meeting to discuss ongoing support as well as risks, barriers, decisions needed, priority recommendations, and recommendations to mitigate program issues Apply tot his job
