Job description: JOB SUMMARY:The Center for Strategic and International Studies (CSIS) is a non-profit, bipartisan public policy organization established in 1962 to provide strategic insights and practical policy solutions to decisionmakers concerned with global security and prosperity. Over the years, it has grown to be one of the largest organizations of its kind, with a staff of some 200 employees, including more than 120 analysts working to address the changing dynamics of international security across the globe.Under the supervision of the Strategic Technology Director, the Deputy Director and Senior Fellow manages the day-to-day workflow of the program and plays a key role in supporting the Director to advance all initiatives. The Director will look to the Deputy Director and Senior Fellow to be an active contributor to major programmatic decisions, to be a key adviser and to actively support strategic planning for the program. The Deputy Director and Senior Fellow will be responsible for managing research initiatives and projects across a broad range of strategic technologies. Through these initiatives and projects, the Deputy Director and Senior Fellow will evaluate how technology affects the direction and pace of change in economies, interstate conflict, diplomacy, intelligence, and more, and will relate technology trends and bigger picture issues to specific policy proposals and actions. The Deputy Director will also share, with the Director, a variety of daily managerial responsibilities for personnel management, budget oversight, fundraising, and grant and contract management.The salary range for this position is $160,000 - $180,000. Salary and title are based on the level of experience and expertise of the chosen candidate.ESSENTIAL DUTIES AND RESPONSIBILITIES:The Deputy Director/ Senior Fellow reports to the Strategic Technology Director. Functions may include but are not limited to the following:

Serve on the EST leadership team, develop joint projects with other programs, and advise the EST President and the STP Director on how the Program can contribute to Department-wide strategy.


The Deputy Director will contribute to, and where relevant, spearhead the EST Department’s strategic research priorities.


Serve as an adviser to the STP Director on technology policy and security issues.


Under the guidance of the EST President and the STP Director, develop a robust research agenda on strategic technologies such as cybersecurity, innovation, frameworks for digital governance, 5G networks and telecommunications, quantum, surveillance and privacy, and the role of technology in power and conflict. Potential areas for development include advanced robotics, digital identity, cloud and edge computing, among others.


Serve as a thought leader in Washington in one or more of the above topic areas.


In close coordination with the Director, manages and coordinates the day-to-day workflow of the program


Edits report, commentaries, and blogs; takes a major role in strengthening program communication and outreach strategy.


Identify funding opportunities, thought partnership with the private sector and investment community, and more generally, broadening the base of support for CSIS; and develop robust applications and proposals for new opportunities in line with CSIS and EST priorities and research agenda; secures new and/or follow-on funding.


Works closely with the Director to oversee the program budget; manages grants and contracts, including preparing reports.


In close coordination with the Director, attracts and builds a world-class team with deep analytical expertise; provides close supervision and active mentoring of associate staff, including overseeing the work of research analysts to ensure quality research and professional development.


Supports the Director in managing relationships within CSIS and with external stakeholders and partners; as well as cultivates an excellent professional network and liaises productively with other organizations.


Plays a leadership role in convening expert groups, representing the program publicly, and chairing and leading events, workshops and international exchanges.


Provides thought leadership and strategic guidance


Leads both individual and collaborative research projects that advance critical issues in the strategic technology space.


Promote the program’s research and insights with a diverse set of stakeholders, including government officials on the Hill and in the Administration, the media, the private sector, academia, as well as policymakers and researchers in partner countries.


Contribute to the thought leadership and strategic direction of CSIS and EST.
KNOWLEDGE, EDUCATION, AND EXPERIENCE:

M.A./M.S. or J.D. required, PhD preferred


At least 6 -8 years of professional experience in technology policy or related field


Experience managing personnel, projects, budgets, and grants strongly preferred


Experience in fundraising preferred


Substantive research experience working on strategic technology policy


Superior writing, editing, and analytical skills


Ability to operate under pressure and in a fast-paced environment


Demonstrated ability to plan, execute and lead complex events and/or conferences


Strong communication and convening skills including the ability to effectively present information


Strong organizational skills and attention to detail


Ability to interact with and respond to questions from a range of individuals with diverse interests, backgrounds and dispositions from across a wide spectrum of views on strategic technology


Strong interpersonal skills and demonstrated success working in highly collaborative, team-based environments with a demonstrated commitment to professional development, mentoring and education
