Job Overview

We are seeking a highly skilled Technical Specialist / Subject Matter Expert (SME) for the AASHTOWare Project’s ActiveReports tool and Data Analytics module. This remote position is a one-year contract, where you will play a pivotal role in defining system specifications for the transition of existing Department of Transportation (DOT) processes and legacy applications to a contemporary web-based solution. Your expertise in application development and architecture principles will be instrumental in ensuring successful migrations and implementations.

Key Responsibilities
• Serve as the SME for the AASHTOWare Project modules/products, particularly focusing on ActiveReports and Data Analytics.
• Define and document system specifications to facilitate the evolution of DOT workflows.
• Collaborate with Product Managers to document and analyze NCDOT-specific use cases, ensuring team comprehension of technical concepts.
• Develop Use Cases, Test Cases, Test Scripts, and UX modifications using XML to enhance system functionality.
• Conduct reporting activities utilizing SQL and leverage the AWP embedded version of the Grape City development tool.
• Ensure quality governance for reports, Data Analytics tools, and associated visualizations, adhering to best practices set by AASHTO and its vendor.
• Provide technical support and research for the development team and DOT businesses, fostering integration with legacy NCDOT applications and systems (e.g., SAP, SharePoint).
• Engage with NCDOT leadership to gather requirements and demonstrate system capabilities.
• Coordinate testing validation and rollout for functional components, ensuring adequate training and support materials for users.

Required Skills
• Comprehensive knowledge of AASHTOWare Project modules, specifically ActiveReports and Data Analytics.
• Proficient in developing Use Cases, Test Cases, and Test Scripts.
• Strong expertise in UX modifications utilizing XML and reporting through SQL.
• Familiarity with Agile development practices, particularly SCRUM methodology.
• Proven ability to work effectively with legacy NCDOT applications and systems (e.g., SAP, SharePoint).
• Excellent communication and collaboration skills, with a capacity for teamwork in a fast-paced environment.

Qualifications
• Significant experience in building complex analytics queries and constructing analytics dashboards.
• Familiarity with DOT preconstruction, certified payroll processes, and post-bid market analysis.
• Strong analytical and troubleshooting skills.
• Experience in a state-level Department of Transportation environment is preferred.
