Job Title- Contracts Project Manager Remote Position within the Washington, DC, Virginia, or Maryland Only candidates who live in the DMV will be considered for the position Ten or more years of direct experience in cradle to grave federal acquisition and contract administration experience. At least one of these years must be specialized experience equivalent to the Federal Government GS-15 grade level. US Citizenship required Ability to obtain a Public Trust clearance The Project Manager is responsible for leading and managing a team of 20 - 30 contracting professionals and serving as Company liaison and point of contact for company leadership/operations, client leadership, prime contractor leadership, and federal staff. The primary duties and responsibilities are to support the Managing Director, Deputy Managing Director, and primarily Supervisory Procurement Analyst with projects related to policies, data, training, and systems. The secondary duties and responsibilities are administrative, such as onboarding and orientation, training, timesheet review and approval, performance appraisals, and monitoring and correcting performance issues. Responsibilities: β€’ Responsible for the overall performance management of all team members. For direct reports, this includes providing onboarding support, on-going feedback, coaching, training, goal setting, delivering formal performance reviews and teambuilding. Ensure that Team Leads are fulfilling their role in the performance management of their direct reports. β€’ Work with Team Leads and Human Resources to hire for any team openings: approve position descriptions, conduct interviews, and complete all evaluations. Make β€’ or approve Team Lead’s hiring recommendations. β€’ Regularly check in with Team Leads to receive any team status updates and/or resolve any risks or issues. Review and approve any contractually mandated or β€’ requested reporting materials (i.e. monthly), deliverable reports, annual performance metrics, etc. β€’ Monitor timekeeping of direct reports, approve all timesheets. β€’ Identify, develop, and apply industry best practices and standards to the execution and delivery of work products. Identify current and future improvements to services β€’ provided and to the client division. β€’ Provide internal support to the company on an ad hoc basis for various initiatives such as proposal development, leadership meetings, training/development, etc. Requirements: β€’ A bachelor's degree with a major in any field and 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organizations and management. Qualifications: β€’ Ten or more years of direct experience in Federal contracting. At least one of these years must be specialized experience equivalent to the Federal Government GS-15 grade level that has equipped the individual with the knowledge, skills and abilities listed below: β€’ Mastery knowledge of contracting principles, laws, statues, Executive Orders, regulations, and procedures applicable to pre-award and/or post-award actions sufficient to procure and/or administer contracts for a variety of supplies, equipment, services, and/or construction and to conduct studies of problem areas and help develop standard methods and operating procedures. β€’ Cradle to grave contracts administration and acquisitions experience β€’ Grants experience β€’ Expert leadership skills to manage other PSCs, provide authoritative consultation, and offer procurement policy interpretations. β€’ Mastery of contracting methods and contract types which require specialized knowledge of Federal contract administration policy, procedures, techniques, and evaluation/control methods sufficient to coordinate and monitor prime and subcontractor performance on complex, long-term contracts. β€’ Knowledge of contracting and oversight management processes to oversee and monitor supplies, equipment, services, and/or construction requirements. β€’ Knowledge of business practices and market conditions applicable to program and technical requirements sufficient to evaluate such actions. β€’ Knowledge of contracts and pre-and post-award contracting policies and procedures to plan, execute, and administer contracts and contract modifications. β€’ Knowledge of program and technical strategies and requirements to evaluate capabilities and performance and to provide technical advice to program offices and staff. β€’ Skill in the use of negotiation techniques to protect the Government's interests and to ensure best value awards. β€’ Skill in written and oral communications to present analysis and findings. β€’ Ability to meet and deal with representatives of the private sector and with Government experts or managers to support the procurement of supplies, services, and equipment. β€’ Ability to analyze difficult acquisition issues and identify alternative courses of action, modify standard contracting procedures and terms to solve a variety of contractual problems and effect streamlined acquisitions. β€’ Ability to expect uncertainties and to research and apply changes in the contracting principles, laws, statues, Executive Orders, regulations, and procedures applicable to pre-award and/or post-award actions. β€’ Ability to accomplish work with modest level of independence while balancing competing priorities with short lead times. β€’ Knowledge of laws, regulations, rules, policies, procedures, and methods governing the administration of Federal grants, cooperative agreements, and awards. β€’ Knowledge of grants/assistance management processes and techniques consistent with sound business and industry practices. β€’ Knowledge of financial methods, procedures, and practices to assess the financial stability of recipient of Federal grants or cooperative agreements. Preferred Qualifications: β€’ Desired – A postgraduate degree with a major in any field and 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organizations and management. β€’ FAC-C (Professional) or DAWIA in Contracting (Professional) certification, DAWIA or FAC-C Level I certification (now defunct), or other non-Federal certifications/qualifications, such as NCMA CFCM and CPCM.
